12.6 keV Kr K-alpha X-ray Source For High Energy Density Physics Experiments

Description: A high contrast 12.6 keV Kr K{alpha} source has been demonstrated on the petawatt-class Titan laser facility. The contrast ratio (K{alpha} to continuum) is 65, with a competitive ultra short pulse laser to x-ray conversion efficiency of 10{sup -5}. Filtered shadowgraphy indicates that the Kr K{alpha} and K{beta} x-rays are emitted from a roughly 1 x 2 mm emission volume, making this source suitable for area backlighting and scattering. Spectral calculations indicate a typical bulk electron temp… more

Addendum to Emissions of greenhouse gases from the use of transportation fuels and electricity. Effect of 1992 revision of global warming potential (GWP) by the Intergovernmental Panel on Climate Change (IPCC).

Description: This addendum contains 2 important messages. (1) This document supersedes all previous versions of this work. Please do not use any older versions any more. (2) The atmospheric-science community now believes that it cannot estimate confidently the ''Global Warming Potentials'' (GWPs) of the indirect effects of greenhouse gases. A GWP is a number that converts a mass-unit emission of a greenhouse gas other than CO{sub 2} into the mass amount of CO{sub 2} that has an equivalent warming effect ove… more

An Analysis of the Regulatory Burden on Small Banks

Description: This report explains the concept of regulatory burden and the different ways it can be manifested. It analyzes whether small banks are relatively more burdened by regulation than big banks. To help answer that question, the report looks at the relative treatment of small and large banks in recent major regulatory proposals.

Anti-proton tune measurements for the Fall 1995 accelerator studies

Description: A system to measure the tunes of a single antiproton (or proton) bunch was built and has been commissioned. The system achieved high sensitivity with a novel closed-orbit suppression system. The use of high bandwidth directional pickpus and kickers in conjunction with precise timing gates enabled the measurement of the tune of a single bunch.

Antibiotic Resistance: Federal Agencies Need to Better Focus Efforts to Address Risk to Humans from Antibiotic Use in Animals

Description: A letter report issued by the General Accounting Office with an abstract that begins "Antibiotic resistance is a growing public health concern; antibiotics used in animals raised for human consumption contributes to this problem. Three federal agencies address this issue--the Department of Health and Human Services' (HHS) Food and Drug Administration (FDA) and Centers for Disease Control and Prevention (CDC), and the Department of Agriculture (USDA). Application of Reactor Safeguard Committee Formula

Description: The Reactor Safeguard Committee formula for the allowable minimum distance between a reactor and the public domain is expressed as: r = 0.01{radical}P, where r = radius from reactor in miles, and P = reactor power level in kilowatts. The six plates in this report illustrates the application of this formula for Hanford Works, both for individual reactors and all reactors in an area.

ASP Performance Assessment: Toward a Science-Based Understanding

Description: Several approaches to ASP performance can be contemplated. Perhaps the ideal would be a full cost/benefit analysis (which is probably utterly infeasible). Another approach would be a test-based figure-of-merit (FOM), this approach has the virtue of being quantitative and the challenge that each customer and application would be characterized by a different FOM. The alternative proposed here is an approach that uses information about the limits of detection of real instruments to support informe… more
