2010 Census: Costs and Risks Must be Closely Monitored and Evaluated with Mitigation Plans in Place

Description: Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a constitutionally mandated activity, with immutable deadlines. It produces data used to allocate about $200 billion yearly in federal financial assistance, reapportion the seats of the House of Representatives, and provide a profile of the nation's people to help guide policy decisions. The U.S. Census Bureau (Bureau) estimates the 2010 Census will cost $11.3 billion, making it the mo… more

Abortion: Legislative Response

Description: The primary focus of this issue brief is legislative action with respect to abortion. However, discussion of those legislative proposals necessarily involves a brief discussion of the leading U.S. Supreme Court decisions concerning a woman’s right to choose whether to terminate her pregnancy. For a more detailed discussion of the relevant case law, see CRS Report 95-724, Abortion Law Development: A Brief Overview.

Accelerated Evolution of Conserved Noncoding Sequences in theHuman Genome

Description: Genomic comparisons between human and distant, non-primatemammals are commonly used to identify cis-regulatory elements based onconstrained sequence evolution. However, these methods fail to detect"cryptic" functional elements, which are too weakly conserved amongmammals to distinguish from nonfunctional DNA. To address this problem,we explored the potential of deep intra-primate sequence comparisons. Wesequenced the orthologs of 558 kb of human genomic sequence, coveringmultiple loci involved … more

The Accelerator Markup Language and the Universal Accelerator Parser

Description: A major obstacle to collaboration on accelerator projects has been the sharing of lattice description files between modeling codes. To address this problem, a lattice description format called Accelerator Markup Language (AML) has been created. AML is based upon the standard eXtensible Markup Language (XML) format; this provides the flexibility for AML to be easily extended to satisfy changing requirements. In conjunction with AML, a software library, called the Universal Accelerator Parser (UA… more

Accurate iterative analytic solution of theKapchinskij-Vladimirskij equations for the case of a matched beam

Description: The well-known Kapchinskij-Vladimirskij (KV) equations are difficult to solve in general, but the problem is simplified for the matched-beam case with sufficient symmetry. They show that the interdependence of the two KV equations is eliminated, so that only one needs to be solved--a great simplification. They present an iterative method of solution which can potentially yield any desired level of accuracy. The lowest level, the well-known smooth approximation, yields simple, explicit results w… more

Advanced Power Plant Development and Analyses Methodologies

Description: Under the sponsorship of the U.S. Department of Energy/National Energy Technology Laboratory, a multi-disciplinary team led by the Advanced Power and Energy Program of the University of California at Irvine is defining the system engineering issues associated with the integration of key components and subsystems into advanced power plant systems with goals of achieving high efficiency and minimized environmental impact while using fossil fuels. These power plant concepts include ''Zero Emission… more

Afghanistan: Post-War Governance, Security, and U.S. Policy

Description: The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and… more

The Age of Human Cerebral Cortex Neurons

Description: The traditional static view of the adult mammalian brain has been challenged by the realization of continuous generation of neurons from stem cells. Based mainly on studies in experimental animals, adult neurogenesis may contribute to recovery after brain insults and decreased neurogenesis has been implicated in the pathogenesis of neurological and psychiatric diseases in man. The extent of neurogenesis in the adult human brain has, however, been difficult to establish. We have taken advantage … more

Agricultural Disaster Assistance

Description: The U.S. Department of Agriculture (USDA) offers several permanently authorized programs to help farmers recover financially from a natural disaster, including federal crop insurance, the non-insured assistance program and emergency disaster loans. In recent years, Congress frequently has made supplemental financial assistance available to farmers and ranchers on an ad-hoc basis, most notably in the form of direct crop disaster payments and emergency livestock assistance. Congress provided an e… more

Agricultural Issues in the 109th Congress

Description: A number of issues affecting U.S. agriculture have been or are being addressed by the 109th Congress. The Deficit Reduction Act of 2005 (P.L. 109-171), enacted in February 2006, included a net reduction in spending on U.S. Department of Agriculture (USDA) mandatory programs of $2.7 billion over five years, and the reauthorization of a dairy income support program. Other issues of importance to agriculture during the second session of the 109th Congress include the consideration of emergency far… more

Alternative Fuels and Advanced Technology Vehicles: Issues in Congress

Description: This issue brief discusses the increasing attention being paid to alternative fuels and advanced technology vehicles, the proponents of which point to their potential to improve urban air quality, decrease dependence on foreign oil, and reduce greenhouse gas emissions. The brief also discusses the major barriers currently preventing widespread use of such technologies, and discusses these technologies in the particular contexts of the 2005 Gulf Coast hurricanes and the Energy Policy Act of 2005. more

Application of Argonne's Glass Furnace Model to Longhor Glass Corporation Oxy-Fuel Furnace for the Production of Amber Glass.

Description: The objective of this project is to apply the Argonne National Laboratory's Glass Furnace Model (GFM) to the Longhorn oxy-fuel furnace to improve energy efficiency and to investigate the transport of gases released from the batch/melt into the exhaust. The model will make preliminary estimates of the local concentrations of water, carbon dioxide, elemental oxygen, and other subspecies in the entire combustion space as well as the concentration of these species in the furnace exhaust gas. Atmospheric Radiation Measurement Program Climate Research Facility Operations Quarterly Report.

Description: Individual raw data streams from instrumentation at the Atmospheric Radiation Measurement (ARM) Program Climate Research Facility (ACRF) fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real time. Raw and processed data are then sent daily to the ACRF Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of data records received da… more

Atomistically-informed Dislocation Dynamics in fcc Crystals

Description: We develop a nodal dislocation dynamics (DD) model to simulate plastic processes in fcc crystals. The model explicitly accounts for all slip systems and Burgers vectors observed in fcc systems, including stacking faults and partial dislocations. We derive simple conservation rules that describe all partial dislocation interactions rigorously and allow us to model and quantify cross-slip processes, the structure and strength of dislocation junctions and the formation of fcc-specific structures s… more

Automated Critical Peak Pricing Field Tests: Program Descriptionand Results

Description: California utilities have been exploring the use of critical peak prices (CPP) to help reduce needle peaks in customer end-use loads. CPP is a form of price-responsive demand response (DR). Recent experience has shown that customers have limited knowledge of how to operate their facilities in order to reduce their electricity costs under CPP (Quantum 2004). While the lack of knowledge about how to develop and implement DR control strategies is a barrier to participation in DR programs like CPP,… more
