2008 WIND TECHNOLOGIES MARKET REPORT

Description: The U.S. wind industry experienced a banner year in 2008, again surpassing even optimistic growth projections from years past. At the same time, the last year has been one of upheaval, with the global financial crisis impacting near-term growth prospects for the wind industry, and with federal policy changes enacted to push the industry towards continued aggressive expansion. This rapid pace of development has made it difficult to keep up with trends in the marketplace. Yet, the need for timely… more

Abortion: Justice O'Connor's Opinions

Description: This report examines Justice O'Connor's notable opinions on abortion, and explores her role in the development of the undue burden standard, adopted in 1992. Under the new standard, a reviewing court would consider whether an abortion restriction has the effect of imposing an "undue burden" on a woman's right to obtain an abortion.

Assessment Of An Oblique ECE Diagnostic For ITER

Description: A systematic disagreement between the electron temperature measured by electron cyclotron emission (TECE) and laser Thomson scattering (TTS), that increases with TECE, is observed in JET and TFTR plasmas, such that TECE ~ 1.2 TTS when TECE ~ 10 keV. The disagreement is consistent with a non-Maxwellian distortion in the bulk electron momentum distribution. ITER is projected to operate with Te(0) ~ 20-40 keV so the disagreement between TECE and TTS could be > 50%, with significant physics implica… more

A case study review of technical and technology issues for transition of a utility load management program to provide system reliability resources in restructured electricity markets

Description: Utility load management programs--including direct load control and interruptible load programs--were employed by utilities in the past as system reliability resources. With electricity industry restructuring, the context for these programs has changed; the market that was once controlled by vertically integrated utilities has become competitive, raising the question: can existing load management programs be modified so that they can effectively participate in competitive energy markets? In the… more
