Waste retrieval sluicing system vapor sampling and analysis plan for evaluation of organic emissions, process test II
This sampling and analysis plan identifies characterization objectives pertaining to sample collection, laboratory analytical evaluation, and reporting requirements for vapor samples obtained to address vapor issued related to the sluicing of tank 241-C-106. The Waste Retrieving Sluicing System was installed to retrieve and transfer high-heat sludge from tank 241-C-106 to tank 241-AY-102, which is designed for high-heat waste storage. During initial sluicing of tank 241-C-106 in November 1998, operations were halted due to detection of unexpected high total organic compounds that exceeded regulatory permit limits. Several workers also reported smelling sharp odors and throat irritation. Vapor grab samples from the 296-C-006 ventilation system were taken as soon as possible after the detection; the analyses indicated that volatile and semi-volatile organic compounds were present.

What controls phytoplankton production in nutrient-rich areas of the open sea
The oceans play a critical role in regulating the global carbon cycle. Deep-ocean waters are roughly 200% supersaturated with CO{sub 2} compared to surface waters, which are in contact with the atmosphere. This difference is due to the flux of photosynthetically derived organic material from surface to deep waters and its subsequent remineralization, i.e. the biological pump''. The pump is a complex phytoplankton-based ecosystem. the paradoxical nature of ocean regions containing high nutrients and low phytoplankton populations has intrigued biological oceanographers for many years. Hypotheses to explain the paradox include the regulation of productivity by light, temperature, zooplankton grazing, and trace metal limitation and/or toxicity. To date, none of the hypotheses, or combinations thereof, has emerged as a widely accepted explanation for why the nitrogen and phosphorus are not depleted in these regions of the oceans. Recently, new evidence has emerged which supports the hypothesis that iron limitation regulates primary production in these areas. This has stimulated discussions of the feasibility of fertilizing parts the Southern Ocean with iron, and thus sequestering additional atmospheric CO{sub 2} in the deep oceans, where it would remain over the next few centuries. The economic, social, and ethical concerns surrounding such a proposition, along with the outstanding scientific issues, call for rigorous discussion and debate on the regulation of productivity in these regions. To this end, The American Society of Limnology and Oceanography (ASLO) held a Special Symposium on the topic Feb. 22--24th, 1991. Participants included leading authorities, from the US and abroad, on physical, chemical, and biological oceanography, plant physiology, microbiology, and trace metal chemistry. Representatives from government agencies and industry were also present.

Whisker reinforced glass ceramic. Quarterly progress report No. 3, March 28, 1995--June 27, 1995
Goal is to to investigate physical properties of an in-situ whisker- reinforced glass ceramic material and to produce prototype heat exchanger tubes for testing in a coal combustion environment. Problems in casting and cooling the glass were encountered and dealt with. The slow cooled glass melt powder will be used to prepare the bar samples for mechanical tests.

Work plan for 105KE Basin seal conveyor relocation
This engineering work plan will support the activities of a pilot encapsulation of the spent fuel rods at 105KE Basin for the Hanford Site. The plan is to move and resue any existing encapsulation equipment in the Basin to another part of the Basin. This plan will discuss the activities involved in moving the seal conveyor system.
(Working Team meeting of IEA-CADDET)
The traveler serving as Delegate from the United States, Center for the Analysis and Dissemination of Demonstrated Energy, (CADDET) National Team, participated in the activities of the annual International Energy Agency, CADDET Working Team meeting. Highlights of this meeting included progress/status presentations by 12 to 13 CADDET National Teams, development of future CADDET work plans including a prioritization of activities, and discussions of long range expectations for CADDET. Follow-up discussions were held with CADDET staff members which focused on US CADDET National Team contributions to the CADDET newsletter, brochures and register of demonstrated energy technologies.
Workshop on Basic Research Opportunities in Photovoltaics
The Basic Research Opportunities in Photovoltaics Workshop was held on May 3, 1999, in Seattle, Washington, in conjunction with the 195th Meeting of the Electrochemical Society. The workshop was structured into eight topics. Each topic area opened with a presentation in which the participants were asked to address the following: a brief introduction of the area of research; key research issues that were identified in an earlier workshop in 1992; what fundamental research has been done since then or is currently being done to address those issues; what are the research issues that are still relevant in light of advances made since the first workshop; identification of new fundamental research opportunities that will lead to important advances and innovations; and identification of significant commonalities and common research issues that have a cross-cutting impact, such as logically exist in silicon-based thin films, II-VI, and related materials. The topic areas discussed included amorphous and microcrystalline silicon, crystalline silicon, cadmium telluride, copper indium diselenide; III-V materials; novel materials and energy conversion approaches, semiconducting oxides, and characterization. After the meeting, participants in each working topic continued discussions by electronic means, completing journal articles that are to be published as a separate section in the ECS Proceedings of the ''PV for the 21st Century'' Symposium.

World Bank Lending to China
Lending to China from the multilateral development banks (MDBs) increased four-fold between 1985 and 1994, from $1.1 billion to $4.3 billion. China is now the MDBs' largest single borrower country. There is considerable debate today, however, whether the MDBs should continue lending to China. In particular, there is sharp debate whether the World Bank should continue making concessional loans to China.

Year 2000 Computing Challenge: Much Biomedical Equipment Status Information Available, Yet Concerns Remain
Testimony issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO discussed the year 2000 compliance status of biomedical equipment, focusing on: (1) the status of the Food and Drug Administration's (FDA) Federal Year 2000 Biomedical Equipment Clearinghouse; (2) the Department of Health and Human Services' (HHS) and the Department of Veterans Affairs' (VA) positions on GAO's recommendation to obtain and review the test results supporting manufacturers' compliance certifications for critical care/life support medical devices; and (3) information on the biomedical equipment compliance status of health care providers."
Z-Pinch Generated X-Rays in Static-Wall Hohlraum Geometry Demonstrate Potential for Indirect-Drive ICF Studies
Hohlraums of full ignition scale (6-mm diameter by 7-mm length) have been heated by x-rays from a z-pinch target on Z to a variety of temperatures and pulse shapes which can be used to simulate the early phases of the National Ignition Facility (NIF) temperature drive. The pulse shape is varied by changing the on-axis target of the z pinch in a static-wall-hohlraum geometry. A 2-{micro}m-thick walled Cu cylindrical target of 8-mm diameter filled with 10 mg/cm{sup 3} CH, for example, produces foot-pulse conditions of {minus}85 eV for a duration of {approximately} 10 ns, while a solid cylindrical target of 5-mm diameter and 14-mg/cm{sup 3} CH generates first-step-pulse conditions of {approximately} 122 eV for a duration of a few ns. Alternatively, reducing the hohlraum size (to 4-mm diameter by 4-mm length) with the latter target has increased the peak temperature to {approximately} 150 eV, which is characteristic of a second-step-pulse temperature. In general, the temperature T of these x-ray driven hohlraums is in agreement with the Planckian relation (T-(P/A){sup 1/4}). P is the measured x-ray input power and A is the surface area of the hohlraum. Fully-integrated 2-D radiation-hydrodynamic simulations of the z pinch and subsequent hohlraum heating show plasma densities within the useful volume of the hohlraums to be on the order of air or less.
D-Zero Central Calorimeter Pressure Vessel and Vacuum Vessel Safety Notes
The relief valve and relief piping capacity was calculated to be 908 sefm air. This exceeds all relieving conditions. The vessel also has a rupture disc with a 2640 scfm air stamped capacity. In order to significantly decrease the amount of time required to fill the cryostats, it is desired to raise the setpoint of the 'operating' relief valve on the argon storage dewar to 20 psig from its existing 16 psig setting. This additional pressure increases the flow to the cryostats and will overwhelm the relief capacity if the temperature of the modules within these vessels is warm enough. Using some conservative assumptions and simple calculations within this note, the maximum average temperature that the modules within each cryostat can be at prior to filling from the storage dewar with liquid argon is at least 290 K. The average temperature of the module mass for any of the three cryostats can be as high as 290 K prior to filling that particular cryostat. This should not be confused with the average temperature of a single type or location which is useful in protecting the modules-not necessarily the vessel itself. A few modules of each type and at different elevations should be used in an average which would account for the different weights of each module. Note that at 290 K, the actual flow of argon through the relief valve and the rupture disk was under the maximum theoretical flows for each relief device. This means that the bulk temperature could actually have been raised to flow argon through the reliefs at their maximum capacity. Therefore, the temperature of 290 K is a conservative value for the calculated flow rate of 12.3 gpm.
