Description: This report discusses the concept of resilience in the context of critical infrastructure and homeland security. It also identifies and discusses issues related to the evolution of policy and programs at the Department of Homeland Security (DHS) that are meant to, or could, promote the resiliency of the nation's critical infrastructure. The purpose of the report is to aid Congress in its oversight of critical infrastructure programs and activities at DHS.

Everglades Restoration: The Federal Role in Funding

Description: In 2000, Congress approved a 30-year, $7.8 billion restoration plan, termed the Comprehensive Everglades Restoration Plan (CERP), for the Everglades ecosystem in southern Florida, and authorized an initial set of projects at a cost of $1.4 billion. FCC Media Ownership Rules: Current Status and Issues for Congress

Description: The Federal Communications Commission (“FCC” or “Commission”) adopted an order on June 2, 2003 that modified five of its media ownership rules and retained two others. The new rules have never gone into effect. Congress passed the FY2004 Consolidated Appropriations Act (P.L. 108-199), Sec. 629 of which instructs the FCC to modify one of the rules — the National Television Ownership rule. This report examines these rules and relevant policy issues.
