The audit of the Replacement High Level Waste Evaporator at the Savannah River Site

Description: The Savannah River Site (Site), owned by the Departmen Energy (Department) and managed by Westinghouse Savannah River Company (Westinghouse), recently changed its primary mission from producing nuclear materials to environmental restoration and waste management. A major focus in the Site`s mission is the storage, treatment, stabilization, and disposal of high level radioactive waste materials. To accomplish this mission, the Site will integrate its high level waste treatment facilities into a H… more

Automated analysis tools for reducing spacecraft telemetry data

Description: A practical description is presented of the methods used to reduce spacecraft telemetry data using a hierarchial toolkit of software programs developed for a UNIX environment. A project requiring the design, implementation and test flight of small, lightweight spacecraft was recently conducted. This spacecraft development required hundreds of tests and integrations of subsystems on several special purpose testbeds, with each test creating large amounts of telemetered data. This paper focuses on… more

Automated application of calibration factors on telemetered data

Description: A long standing problem in telemetry post processing is the application of correct calibration factors to telemetered data generated on a system which has had a history of hardware changes. These calibration problems become most exacerbated when old test data is being examined and there is uncertainty as to hardware configuration at the time of the test. In this paper a mechanism for introducing a high degree of reliability in the application of calibration factors is described in an implementa… more

Automated binding of attributes to telemetry data

Description: An automated method is described for binding attributes to extracted data from a telemetry steam. These attributes can be used by post processing utilities to facilitate efficient analysis. A practical implementation of such a scheme is described.

Automated Transportation Management System (ATMS) Software Project Management Plan (SPMP). Revision 2

Description: As a cabinet level federal agency with a diverse range of missions and an infrastructure spanning the United States, the US Department of Energy (DOE) has extensive freight transportation requirements. Performance and management of this freight activity is a critical function. DOE`s Transportation Management Division (TMD) has an agency-wide responsibility for overseeing transportation activities. Actual transportation operations are handled by government or contractor staff at the field locati… more

B cell remote-handled waste shipment cask alternatives study

Description: The decommissioning of the 324 Facility B Cell includes the onsite transport of grouted remote-handled radioactive waste from the 324 Facility to the 200 Areas for disposal. The grouted waste has been transported in the leased ATG Nuclear Services 3-82B Radioactive Waste Shipping Cask (3-82B cask). Because the 3-82B cask is a U.S. Nuclear Regulatory Commission (NRC)-certified Type B shipping cask, the lease cost is high, and the cask operations in the onsite environment may not be optimal. An a… more

B Plant treatment, storage, and disposal (TSD) units inspection plan

Description: This inspection plan is written to meet the requirements of WAC 173-303 for operations of a TSD facility. Owners/operators of TSD facilities are required to inspection their facility and active waste management units to prevent and/or detect malfunctions, discharges and other conditions potentially hazardous to human health and the environment. A written plan detailing these inspection efforts must be maintained at the facility in accordance with Washington Administrative Code (WAC), Chapter 17… more

Beam-Based Solenoid Compensation for the PEP-II

Description: Commissioning the compensation system of the solenoid in the BaBar detector presents a challenging problem due to the complexity of the system, which uses twelve normal quadrupoles and twelve skew quadrupoles in each ring. The setting of these skew quadrupoles needs to be readjusted according to the machine optical parameters since the machines always have some unknown errors. In this paper, we will describe a beam based method to match the coupling and optics in the interaction region to compe… more

Beam Tilt and Angular Dispersion in Broad-Bandwidth, Nanosecond Optical Parametric Oscillators

Description: We show that the signal and idler beams generated by certain types of unseeded, nanosecond optical parametric oscillators are tilted and angularly dispersed and have anomalously large bandwidths. This effect is demonstrated in both laboratory measurements and a numerical model. We show how the optical cavity design influences the tilts and how they can be eliminated or minimized. We also determine the conditions necessary to injection seed these parametric oscillators.

Beneficial Use and Recycling of Municipal Waste Combustion Residues - A Comprehensive Resource Document

Description: This document summarizes information from worldwide sources on the beneficial use of residues from the combustion of municipal. The information presented, including results of numerous research projects, field demonstrations, and actual full-scale projects, demonstrates that the ash can be safely used. It includes data on ash characteristics, environmental considerations, guidance on selected ash use applications, and information on federal and state regulations and policies affecting ash use.

Bent solenoids for spectrometers and emittance exchange sections.

Description: Bent solenoids can be used to transport low energy beams as they provide both confinement and dispersion of particle orbits. Solenoids are being considered both as emittance exchange sections and spectrometers in the muon cooling system as part of the study of the muon collider. They present the results of a study of bent solenoids which considers the design of coupling sections between bent solenoids to straight solenoids, drift compensation fields, aberrations, and factors relating to the con… more

Beryllium based multilayers for normal incidence extreme ultraviolet reflectivity

Description: The need for normal incidence mirrors maintaining reflectivity greater than 60% for an industrially competitive Extreme Ultraviolet Lithography (EUV) system has been well documented. The Molybdenum/Silicon system has emerged as the de-facto standard, where researchers are now routinely fabricating mirrors demonstrating 63% reflectivity near 130 Angstroms. However, multilayer mirrors using beryllium as the low atomic number (low-Z) spacer could potentially show similar or better reflectivity, an… more

Biosphere reserves in action: Case studies of the American experience

Description: For nearly 20 years, biosphere reserves have offered a unique framework for building the knowledge, skills, and attitudes required for conservation and sustainable use of ecosystems. The 12 case studies in this volume chronicle many of the cooperative efforts to implement the biosphere reserve concept in the United States. Considered together, these efforts involve more than 20 types of protected areas, and the participation of all levels of government, and many private organizations, academic … more

Bosnian Muslim-Croat Federation: Key to Peace in Bosnia?

Description: The Federation of Bosnia and Hercegovina was established in March 1994, with U.S. mediation. It aims to unite areas held by the largely Bosniak (Muslim) pre-war republic government with areas held by Croats. The Bosnian peace agreement, signed in Dayton in November 1995, recognized the Federation and the Bosnian Serb Republika Srpska as two largely autonomous entities within a weak, but sovereign Bosnia and Hercegovina union. Real political, economic and military integration of Bosniak and Croa… more

Bunched Beam Echos in the Ags.

Description: Beam echos have been measured at FNAL [3] and CERN [5] in coasting beams. A coherent oscillation introduced by a short RF burst decoheres quickly, but a coherent echo of this oscillation can be observed if the decohered oscillation is ''bounced off'' a second RF burst. In this report we describe first longitudinal echo measurements of bunched beam in the AGS accelerator. We applied a method proposed by Stupakov [1] for transverse beam echos, where the initial oscillation is produced by a dipole… more
