The 2005 Project Progress Report for 1987-099-00 Dworshak Kokanee Population and Entrainment Assessment (contract # 16791) is attached to project 1987-099-00, contract # 26850. [POINTER]

Description: During this contract, we continued testing underwater strobe lights to determine their effectiveness at repelling kokanee Oncorhynchus nerka away from Dworshak Dam. We tested one set of nine strobe lights flashing at a rate of 360 flashes/min in front of turbine 3 while operating at higher discharges than previously tested. The density and distribution of fish, (thought to be mostly kokanee), were monitored with a split-beam echo sounder. We then compared fish counts and densities during nights… more

The 2006 Project Progress Report for 1987-099-00 Dworshak Kokanee Population and Entrainment Assessment (contract # 26850) is attached to project 2007-003-00, contract #31598. [POINTER]

Description: During this contract, we continued testing underwater strobe lights to determine their effectiveness at repelling kokanee Oncorhynchus nerka away from Dworshak Dam. Strobe light tests were conducted on four nights from April 24-27, 2006, in front of the middle reservoir outlet (RO) 2. The density and distribution of fish, (thought to be mostly kokanee), were monitored with a split-beam echo sounder. We then compared fish counts and densities during nights when the lights were flashing to counts… more

2012 Tax Filing: IRS Faces Challenges Providing Service to Taxpayers and Could Collect Balances Due More Effectively

Description: A letter report issued by the Government Accountability Office with an abstract that begins "While there have been efficiency gains and efforts to improve service, the Internal Revenue Service (IRS) faced challenges providing telephone service and responding to correspondence, continuing trends experienced in recent years. In 2012, 82 percent of individual taxpayers filed their returns electronically (e-filed), reducing IRS's processing costs. IRS also increased calls answered using automated s… more

2013 Tax Filing Season: IRS Needs to Do More to Address the Growing Imbalance between the Demand for Services and Resources

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Despite efficiency gains from processing more tax returns electronically, adding website services, and shifting resources from enforcement, the Internal Revenue Service (IRS) was unable to keep up with demand for telephone and correspondence services. Access to IRS's telephone assistors remained at 68 percent from 2012. The percentage of overage paper correspondence (over 45 days old) increased to 47 pe… more

ACCELERATION OF DEUTERONS OR ALPHA PARTICLES IN THE AGS. Internal Report

Description: Possible experiments that could be performed at the Brookhaven alternating gradient synchrotron using highenergy deuterons and heavier nuclei are reviewed. Particular attention is given to production of high-energy neutrons by stripping. A brief analysis of changes needed to accelerate heavier nuclei reveals such modifications would not be prohibitive. Acoustic emission energy to pulse height converter

Description: An enengy-to-pulse-height converter was developed for use in acoustic emission testing. This instrument accepts an amplified signal from a piezoelectric crystal and generates a pulse whose amplitude is propontional to either the energy or width of the input signal. Either linear or logarithmic responses can be selected. Theory, circuit design, and performance specifications have been determined, based on calculations and measurements. (auth)

Acquisition Workforce: Status of Agency Efforts to Address Future Needs

Description: A letter report issued by the General Accounting Office with an abstract that begins "The federal government is dramatically changing the way it purchases goods and services--by relying more on judgment and initiative versus rigid rules to make purchasing decisions. At the same time, agencies are dealing with reductions in the civilian acquisition workforce. GAO was asked to determine what efforts federal civilian agencies are making to address their future acquisition workforce needs."

Air Traffic Control: FAA Reports Progress in System Acquisitions, but Changes in Performance Measurement Could Improve Usefulness of Information

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Acquiring new systems on budget and on schedule is critically important in transitioning to the Next Generation Air Transportation System (NextGen). However, air traffic control modernization has been on GAO's high-risk list since 1995, in part due to acquisitions exceeding budget and schedule targets. The Federal Aviation Administration's (FAA) Air Traffic Organization (ATO) has responsibility for mana… more

Alternate Fuel Cell Membranes for Energy Independence

Description: The overall objective of this project was the development and evaluation of novel hydrocarbon fuel cell (FC) membranes that possess high temperature performance and long term chemical/mechanical durability in proton exchange membrane (PEM) fuel cells (FC). The major research theme was synthesis of aromatic hydrocarbon polymers of the poly(arylene ether sulfone) (PAES) type containing sulfonic acid groups tethered to the backbone via perfluorinated alkylene linkages and in some cases also direct… more

An alternative NMSSM phenomenology with manifest perturbative unification

Description: Can supersymmetric models with a moderate stop mass be made consistent with the negative Higgs boson searches at LEP, while keeping perturbative unification manifest? The NMSSM achieves this rather easily, but only if extra matter multiplets filling complete SU(5) representations are present at intermediate energies. As a concrete example which makes use of this feature, we give an analytic description of the phenomenology of a constrained NMSSM close to a Peccei-Quinn symmetry point. The relat… more

Analysis of dynamic testing performed on structural clay tile infilled frames

Description: The behavior of two structural clay tile infilled frames subjected to dynamic loading is investigated. The testing was performed by USACERL using a biaxial shake table machine on which two framed infills were spaced nine feet apart and connected by steel trusses and an eight inch concrete roof slab. The infills were composed of structural clay tile block which were laid with the cores horizontal. The specimen was loaded in both the out-of-plane and in-plane directions using a site specific time… more

Analytical Results For MOX Colemanite Concrete Samples Received On November, 2013

Description: The Mixed Oxide Fuel Fabrication Facility (MFFF) will use colemanite bearing concrete neutron absorber panels credited with attenuating neutron flux in the criticality design analyses and shielding operators from radiation. The Savannah River National Laboratory (SRNL) is tasked with measuring the total density, partial hydrogen density, and partial boron density of the colemanite concrete. SRNL received two samples of colemanite concrete for analysis on November 21, 2013. The average total den… more

Apples with apples: accounting for fuel price risk in comparisons of gas-fired and renewable generation

Description: For better or worse, natural gas has become the fuel of choice for new power plants being built across the United States. According to the US Energy Information Administration (EIA), natural gas combined-cycle and combustion turbine power plants accounted for 96% of the total generating capacity added in the US between 1999 and 2002--138 GW out of a total of 144 GW. Looking ahead, the EIA expects that gas-fired technology will account for 61% of the 355 GW new generating capacity projected to c… more
