Ab initio study of low-energy electron collisions withtertafluoroethene, C2F4

Description: We report the results of variational calculations of elastic electron scattering by tetrafluoroethene, C{sub 2}F{sub 4}, with incident electron energies ranging from 0.5 to 20 eV, using the complex Kohn method and effective core potentials. These are the first fully calculations to reproduce experimental angular differential cross sections at energies below 10 eV. Low-energy electron scattering by C{sub 2}F{sub 4} is sensitive to the inclusion of electronic correlation and target-distortion eff… more

Accelerator-based atomic physics experiments with photon and ion beams

Description: Accelerator-based atomic physics experiments at Brookhaven presently use heavy-ion beams from the Dual MP Tandem Van de Graaff Accelerator Facility for atomic physics experiments of several types. Work is presently in progress to develop experiments which will use the intense photon beams which will be available in the near future from the ultraviolet (uv) and x-ray rings of the National Synchrotron Light Source (NSLS). Plans are described for experiments at the NSLS and an exciting development… more

Acquisition Workforce: Department of Defense's Plans to Address Workforce Size and Structure Challenges

Description: A letter report issued by the General Accounting Office with an abstract that begins "The Department of Defense (DOD) downsized its acquisition workforce by half in the past decade. It now faces serious imbalances in the skills and experience of its remaining workforce and the potential loss of highly specialized knowledge if many of its acquisition specialists retire. DOD created the Acquisition 2005 Task Force to study its civilian acquisition workforce and develop a strategy to replenish per… more

Advanced Hydrogen Transport Membranes for Vision 21 Fossil Fuel Plants

Description: During this quarter, work was focused on testing layered composite membranes under varying feed stream flow rates at high pressure. By optimizing conditions, H{sub 2} permeation rates in excess of 400 mL {center_dot} min{sup -1} {center_dot} cm{sup -2} at 440 C were measured. Membrane stability was characterized by repeated thermal and pressure cycling. The effect of cermet grain size on permeation was determined. Finally, progress is summarized on thin film cermet fabrication, catalyst develop… more

Alternative theories of oil-inventory management and government policy options

Description: Four alternative theories of oil inventory management and their implication for the level of private petroleum stockpiling are explored. The assumptions made were: that the product market for oil is competitive and that the capital market through which investments in oil stockpiles are financed is efficient. It is assumed that these conditions are expected to prevail even in the event of a supply interruption. These assumptions constitute the benchmark theory of oil inventory management. Variat… more

Analysis of Devonian Black Shales in Kentucky for Potential Carbon Dioxide Sequestration and Enhanced Natural Gas Production Quarterly Report: January-March 2005

Description: Devonian gas shales underlie approximately two-thirds of Kentucky. In the shale, natural gas is adsorbed on clay and kerogen surfaces. This is analogous to methane storage in coal beds, where CO{sub 2} is preferentially adsorbed, displacing methane. Black shales may similarly desorb methane in the presence of CO{sub 2}. Drill cuttings from the Kentucky Geological Survey Well Sample and Core Library were sampled to determine CO{sub 2} and CH{sub 4} adsorption isotherms. Sidewall core samples wer… more

Analysis of Energy, Environmental and Life Cycle Cost Reduction Potential of Ground Source Heat Pump (GSHP) in Hot and Humid Climate

Description: It has been widely recognized that the energy saving benefits of GSHP systems are best realized in the northern and central regions where heating needs are dominant or both heating and cooling loads are comparable. For hot and humid climate such as in the states of FL, LA, TX, southern AL, MS, GA, NC and SC, buildings have much larger cooling needs than heating needs. The Hybrid GSHP (HGSHP) systems therefore have been developed and installed in some locations of those states, which use additio… more
