3D visualization for the MARS14 Code

Description: A new three-dimensional visualization engine has been developed for the MARS14 code system. It is based on the OPENINVENTOR graphics library and integrated with the MARS built-in two-dimensional Graphical-User Interface, MARS-GUI-SLICE. The integrated package allows thorough checking of complex geometry systems and their fragments, materials, magnetic fields, particle tracks along with a visualization of calculated 2-D histograms. The algorithms and their optimization are described for two geom… more

Access to Government Information In the United States

Description: The Constitution of the United States makes no specific allowance for any one of the co-equal branches to have access to information held by the others and contains no provision expressly establishing a procedure for, or a right of, public access to government information. Nonetheless, Congress has legislated various public access laws. These include two records access statutes — the Freedom of Information Act and the Privacy Act — and two meetings access statutes — the Federal Advisory Com… more

Accurate modeling of cache replacement policies in a Data-Grid.

Description: Caching techniques have been used to improve the performance gap of storage hierarchies in computing systems. In data intensive applications that access large data files over wide area network environment, such as a data grid, caching mechanism can significantly improve the data access performance under appropriate workloads. In a data grid, it is envisioned that local disk storage resources retain or cache the data files being used by local application. Under a workload of shared access and hig… more

Adult Education and Literacy: Overview and Reauthorization Proposals of the 109th Congress

Description: This report discusses the reauthorization of federal adult education and literacy programs being considered by the 109th Congress. The Adult Education and Family Literacy Act (AEFLA) authorized these programs through FY2003. The General Education Provisions Act (GEPA) provided a one-year extension of authorization through FY2004, and annual appropriations have continued AEFLA programs since.

Agricultural Biotechnology: The U.S.-EU Dispute

Description: This report focuses on a conflict between the European Union (EU) and the United States, Canada, and Argentina. The United States suggests that the European Union's moratorium costs the U.S. 300 million dollars in exports to the EU annually. Moreover, the report highlights other concerns the U.S. has with the EU's biotechnology policies.

The Analysis of Thin Wires Using Higher-Order Elements and Basis Functions

Description: Thin wire analysis was applied to curved wire segments in [1], but a special procedure was needed to evaluate the self and near-self terms. The procedure involved associating the singular behavior with a straight segment tangent to the curved source segment, permitting use of algorithms for straight wires. Recently, a procedure that avoids the singularity extraction for straight wires was presented in [2-4]. In this paper, the approach in [4] is applied to curved (or higher-order) wires using a… more

Application of Entry-Time Processes in Asset Management for Nuclear Power Plants (Final Report)

Description: A mathematical model of entry-time processes was developed, and a computational method for solving that model was verified. This methodology was demonstrated via application to a succession of increasingly more complex subsystems of nuclear power plants. The effort culminated in the application to main generators that constituted the PhD dissertation of Shuwen (“Eric”) Wang. Dr. Wang is now employed by ABS Consulting, in Anaheim, CA. ABS is a principal provider to the nuclear industry of techni… more

Application of Seasonal CRM Integrations to Develop Statistics and Improved GCM Parameterization of Subgrid Cloud-Radiation Interactions

Description: The works supported by this ARM project lay the solid foundation for improving the parameterization of subgrid cloud-radiation interactions in the NCAR CCSM and the climate simulations. We have made a significant use of CRM simulations and concurrent ARM observations to produce long-term, consistent cloud and radiative property datasets at the cloud scale (Wu et al. 2006, 2007). With these datasets, we have investigated the mesoscale enhancement of cloud systems on surface heat fluxes (Wu and G… more

Appropriateness of Indian Health Service's Request for Proposals

Description: Correspondence issued by the General Accounting Office with an abstract that begins "GAO reviewed the appropriateness of a termination of a 1997 request by the Indian Health Services (IHS) for proposals to provide computed tomographic scanning services for the Blackfeet and Crow Service Units in Montana. GAO found no indication that IHS negotiated in bad faith. GAO's Office of Special Investigations had looked into the case in December 1998. GAO determined that the case was not within the scope… more

Armenia, Azerbaijan, and Georgia: Political Developments and Implications for U.S. Interests

Description: The United States recognized the independence of all the former Soviet republics by the end of 1991, including the South Caucasus states of Armenia, Azerbaijan, and Georgia. The United States has fostered these states' ties with the West in part to end the dependence of these states on Russia for trade, security, and other relations. The FREEDOM Support Act of 1992 provides authorization for assistance to the Eurasian states for humanitarian needs, democratization, and other purposes. In the af… more
