40 Years of Discovery

Description: History is most interesting when seen through the eyes of those who lived it. In this 40th anniversary retrospective of bioscience research at Lawrence Livermore National Laboratory, we've asked 19 scientists to share their personal recollections about a major accomplishment in the program's history. We have not tried to create a comprehensive or seamless story. Rather, we've attempted to capture the perspectives of key individuals, each of whom worked on a research program that met significant… more

Armenia, Azerbaijan, and Georgia: Political Developments and Implications for U.S. Interests

Description: The United States recognized the independence of all the former Soviet republics by the end of 1991, including the South Caucasus states of Armenia, Azerbaijan, and Georgia. The United States has fostered these states' ties with the West in part to end the dependence of these states on Russia for trade, security, and other relations. The FREEDOM Support Act of 1992 provides authorization for assistance to the Eurasian states for humanitarian needs, democratization, and other purposes. In the af… more

Behavior of Holocarbons in Zeolitic Materials

Description: This report describes results on this grant over the 3 year period, 1999-2002. The emphasis of the work has continued to shift during 2001-2 from halocarbon adsorption in zeolites towards other separation processes in zeolites. These additional areas include (i) work on lithium-containing zeolites for non-cryogenic air separation, and (ii) the study of nickel phosphate molecular sieves for hydrogen storage. Nevertheless, they continued their experimental and computational work on halocarbons in… more

Breadboard Testing of a Phase Conjugate Engine with an Interferometric Wave-Front Sensor and a MEMS - Based Spatial Light Modulator

Description: Laboratory breadboard results of a high-speed adaptive optics system are presented. The wave-front sensor for the adaptive optics system is based on a quadrature interferometer, which directly measures the turbulence induced phase aberrations. The laboratory experiments were conducted using Kolmogorov phase screens to simulate atmospheric phase distortions with the characterization of these plates presented below. The spatial light modulator used in the phase conjugate engine was a MEMS-based p… more

Broadband Internet Access and the Digital Divide: Federal Assistance Programs

Description: Some policymakers, believing that disparities in broadband access across American society could have adverse economic and social consequences on those left behind, assert that the federal government should play a more active role to avoid a “digital divide” in broadband access. One approach is for the federal government to provide financial assistance to support broadband deployment in underserved areas. Others, however, believe that federal assistance for broadband deployment is not appropriat… more

Campaign Finance: Brief Overview of

Description: On May 2, 2003, the U.S. District Court for the District of Columbia issued its decision in McConnell v. FEC, striking down many key provisions of the law. This report provides a brief overview of the court’s decision and will be updated. The three-judge panel, which was split 2 to 1 on many issues, ordered that its ruling take effect immediately. Since the court has issued its opinion, several appeals have been filed. Under the BCRA expedited review provision, the court’s decision will be revi… more

Carbon sequestration in natural gas reservoirs: Enhanced gas recovery and natural gas storage

Description: Natural gas reservoirs are obvious targets for carbon sequestration by direct carbon dioxide (CO{sub 2}) injection by virtue of their proven record of gas production and integrity against gas escape. Carbon sequestration in depleted natural gas reservoirs can be coupled with enhanced gas production by injecting CO{sub 2} into the reservoir as it is being produced, a process called Carbon Sequestration with Enhanced Gas Recovery (CSEGR). In this process, supercritical CO{sub 2} is injected deep … more

Caribbean Basin Interim Trade Program: CBI/NAFTA Parity

Description: The entry into force, on January 1, 1994, of the North American Free Trade Agreement (NAFTA) has eliminated the advantage that the beneficiaries of the Caribbean Basin Economic Recovery Act (CBERA) and related provisions of the Caribbean Basin Initiative (CBI) had enjoyed in trade with the United States relative to Mexico, and gave Mexico an increasingly significant competitive edge over the CBERA countries. The scheduled further implementation of the NAFTA would have resulted in a substantial … more

Chemical Kinetic Modeling of Dimethyl Carbonate in an Opposed-Flow Diffusion Flame

Description: Dimethyl carbonate (DMC) has been of interest as an oxygenate additive to diesel fuel because of its high oxygen content. In this study, a chemical kinetic mechanism for DMC was developed for the first time and used to understand its combustion under conditions in an opposed flow diffusion flame. Computed results were compared to experimental results from an opposed flow diffusion flame. It was found that the decomposition rate DMC {yields} H{sub 3}COC(=O)O. + CH{sub 3} in the flame was much sl… more

Chemical Weapons Convention: Issues for Congress

Description: The CWC bans the development, production, stockpiling, and use of chemical weapons by members signatories. It also requires the destruction of all chemical weapons stockpiles and production facilities. Neither the United States nor Russia will be able to meet the original CWC’s deadlines for destruction of their CW stockpiles, and have been granted extensions to at least 2012. The Convention provides the most extensive and intrusive verification regime of any arms control treaty, extending its … more

China and Proliferation of Weapons of Mass Destruction and Missiles: Policy Issues

Description: Congress has long been concerned about whether U.S. policy advances the national interest in reducing the role of the People's Republic of China (PRC) in the proliferation of weapons of mass destruction (WMD) and missiles that could deliver them. China has taken some steps to mollify U.S. concerns about its role in weapons proliferation. Skeptics question whether China's cooperation in weapons nonproliferation has warranted President Bush's pursuit of stronger bilateral ties. This report discus… more

CHIRPED PULSE AMPLIFICATION OF HGHG-FEL FACILITY AT BNL.

Description: The DUV-FEL facility has been in operation in High Gain Harmonic Generation (HGHG) mode for one year producing 266 nm output from 177 MeV electrons. In this paper we present preliminary results of the Chirped Pulse Amplification (CPA) of HGHG radiation. In the normal HGHG process, a 1 ps electron beam is seeded by chirped 9 ps long 800 nm Ti:Sapphire laser. The electron beam sees only a narrow fraction of the seed laser bandwidth. However, in the CPA case the seed laser pulse length is reduced … more

Circulation in a Short Cylindrical Couette System

Description: In preparation for an experimental study of magnetorotational instability (MRI) in liquid metal, we explore Couette flows having height comparable to the gap between cylinders, centrifugally stable rotation, and high Reynolds number. Experiments in water are compared with numerical simulations. The flow is very different from that of an ideal, infinitely long Couette system. Simulations show that endcaps co-rotating with the outer cylinder drive a strong poloidal circulation that redistributes … more

Civilian Nuclear Waste Disposal

Description: The Nuclear Waste Policy Act of 1982 (NWPA) calls for disposal of spent nuclear fuel in a deep geologic repository that is unlikely to be disturbed for thousands of years. Low-level waste sites are a state responsibility under the Low-Level Radioactive Waste Policy Act of 1980. Pursuant to that act, 10 regional compacts for disposal of low level waste have been approved by Congress. Three commercial low-level waste sites are currently operating, in the states of South Carolina, Utah, and Washin… more
