Elementary and Secondary Education for Science and Engineering

Description: Students make many choices over a long period, and choose a career through a complicated process. This process includes formal instruction in mathematics and science, and the opportunity for informal education in museums, science centers, and recreational programs. The influence of family, teachers, peers, and the electronic media can make an enormous difference. This memorandum analyzes these influences. Because education is “all one system, ” policymakers interested in nurturing scientists an… more

Availability of alternate petroleum fuels to offset natural gas curtailments for the 1978--1979 heating season (November 1--March 31)

Description: Data on the availability of propane, middle distillates, and residual fuel oils, covering the role of these petroleum products both as primary and alternate fuels, indicate that the national supply/demand situation is favorable for the 1978--79 winter. Propane inventories, 89.9 million barrels on November 1, plus production and imports should be adequate to satisfy demand even if the 1978--79 winter is as severe as the 1976--77 winter. The inventory level of middle distillate (heating oil) at t… more

Interactions between fuel choice and energy-efficiency in new homes in the Pacific Northwest

Description: In recent years the Bonneville Power Administration has instituted programs to prompt the implementation of the residential Model Conservation Standards (MCS) issued by the Northwest Power Planning Council (Council) in 1983. These standards provide alternative methods for designing and constructing homes to cost effectively reduce residential energy consumption. Authority exists to apply them only to new, electrically heated homes. Because they apply to electrically heated homes, concerns have … more

Nuclear proliferation and civilian nuclear power: report of the Nonproliferation Alternative Systems Assessment Program. Executive summary

Description: The Nonproliferation Alternative Systems Assessment Program (NASAP) assessed alternative nuclear systems to find those with the lowest proliferation risk. The findings of the NASAP studies are: current and future nuclear-power systems can be made more proliferation-resistant. As long as doubts about security and fuel supply remain, more resource-efficient (and potentially less proliferation-resistant) systems will be attractive to some nations. Under some scenarios, domestic uranium supply/dema… more

Malaysian Natural Rubber Industry: An Econometric Analysis on the Elasticity of Supply and Demand Approaches

Description: The popularity of natural rubber as an important raw material was distorted in the post-World War Two period. It received heavy competition from synthetic rubber. The main purpose of this paper is to determine and to study supply elasticity and demand elasticity of natural rubber in the case of Malaysia. The main aim of analyzing the period since 1971 is that both price and quality competitiveness of Malaysian natural rubber have drastically improved. Therefore, in order for Malaysia to maintai… more

North American Natural Gas Markets

Description: This report sunnnarizes the research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric … more

Maine State Planning Office, 1990--1991 heating season home heating fuels price survey. Final report

Description: The 1990--1991 heating season was the first time in Maine that the Home Heating Fuels Survey was conducted for the United States Department of Energy by the Maine State Planning Office. This season also marked the first time that dealers were surveyed for a price for propane. Under a late agreement, the State of Maine was picked up by the regional survey of the Energy Information Agency in the beginning of October. This accounted for the weekly survey of the traditional participants in the Stat… more

National conference on integrated resource planning: Proceedings

Description: Until recently, state regulators have focused most of their attention on the development of least-cost or integrated resource planning (IRP) processes for electric utilities. A number of commissions are beginning to scrutinize the planning processes of local gas distribution companies (LDCs) because of the increased control that LDCs have over their purchased gas costs (as well as the associated risks) and because of questions surrounding the role and potential of gas end-use efficiency options… more

Making the market right for environmentally sound energy-efficient technologies: US buildings sector successes that might work in developing countries and Eastern Europe

Description: Between 1973 and 1985, when energy prices were high, all Organization for Economic Cooperation and Development (OECD) countries improved their E/GNP by about 2.5% annually. Increased energy efficiency accounted for 2/3rds of this improvement; the remaining portion was due to structural changes in the economy. In the US, analytic and policy tools that have successfully promoted energy efficiency include integrated resource planning, energy use labels, energy use standards, ``Golden Carrot`` ince… more

Evaluating a biomass resource: The TVA region-wide biomass resource assessment model

Description: Wood is an alterative fuel for electric power generation at coal-fired plants in the Tennessee Valley Authority (TVA) region. Short rotation wood energy crops (SRWC) could provide a source of this woody biomass. However, the economic and supply structures of SRWC markets have not been established. Establishing the likely price and supply of SRWC biomass in a region is a complex task because biomass is not an established commodity as are oil, natural gas and coal. In this study we project the co… more

The role of natural resource and environmental economics in determining the trade-offs in consumption and production of energy inputs: The case of biomass energy crops

Description: Natural resource economics issues deal with flows and funds of renewable and nonrenewable resources over time. These issues include topics concerned with management of fisheries, forests, mineral, energy resources, the extinction of species and the irreversibility of development over time. Environmental economics issues deal with regulation of polluting activities and the valuation of environmental amenities. In this study we outline a framework for studying both natural resource and environmen… more

Renewable biomass energy: Understanding regional scale environmental impacts

Description: If biomass energy is to become a significant component of the US energy sector, millions of acres of farmland must be converted to energy crops. The environmental implications of this change in land use must be quantitatively evaluated. The land use changes will be largely driven by economic considerations. Farmers will grow energy crops when it is profitable to do so. Thus, models which purport to predict environmental changes induced by energy crop production must take into account those econ… more
