Comparison between calorimeter and HLNC errors

Description: This paper summarizes an error analysis that compares systematic and random errors of total plutonium mass estimated for high-level neutron coincidence counter (HLNC) and calorimeter measurements. This task was part of an International Atomic Energy Agency (IAEA) study on the comparison of the two instruments to determine if HLNC measurement errors met IAEA standards and if the calorimeter gave significantly'' better precision. Our analysis was based on propagation of error models that containe… more

Evaluation of the DRAGON Code for VHTR Design Analysis.

Description: This letter report summarizes three activities that were undertaken in FY 2005 to gather information on the DRAGON code and to perform limited evaluations of the code performance when used in the analysis of the Very High Temperature Reactor (VHTR) designs. These activities include: (1) Use of the code to model the fuel elements of the helium-cooled and liquid-salt-cooled VHTR designs. Results were compared to those from another deterministic lattice code (WIMS8) and a Monte Carlo code (MCNP). … more

Criteria and techniques for field characterization and modelingrelated to selecting and evaluating performance of LILW disposalsites

Description: Argentina is faced with the challenging problem ofdeveloping technology for near-surface disposal and isolation of low- andintermediate-level radioactive waste (LILW). The preferred option fordisposal of LILW (including both relatively short-lived and long-livedradionuclides) is to use disposal facilities that arenear-surface--either above or below ground level [IAEA, 1985; 2001a;2004]. How individual components of a waste disposal system perform(including waste forms, waste containers, enginee… more

Application of process monitoring to verify facility design

Description: Process monitoring has been proposed as a safeguards measure to ensure that a facility is operating as designed, or as a surveillance measure to ensure that material is not removed from the facility in an undeclared manner. In a process-monitoring system, the facility operator monitors process operations such as tank levels, densities, and temperatures; process flows; and physical parameters such as valve positions to ensure that the operations performed are both desired and required. At many f… more

Developing a brittle fracture acceptance criterion for transport casks for adoption by the International Atomic Energy Agency (IAEA)

Description: With increasing nuclear material transportation demands, new generation casks have included designs which propose the use of structural materials other than austenitic stainless steel. Motivation for using alternate materials include potentials for lower cost, easier fabrication, no welding and less weight (higher payload). Examples of candidate materials for structural components include ferritic steels and ductile cast iron for the containment boundary and borated stainless steel for the bask… more

Role of IAEA (International Atomic Energy Agency) safeguards in confidence building

Description: In this paper, I will examine some attributes of confidence building and connect them with how the International Atomic Energy Agency (IAEA) interacts with its member states in carrying out its safeguards function. These interactions and the structure set up to define them help maintain and strengthen confidence between the IAEA and the member states and among these states. 3 refs.

Experimental data base for estimating the consequences from a hypothetical sabotage attack on a spent fuel shipping cask

Description: This paper describes the results of a program conducted at Sandia National Laboratories for the US Department of Energy to provide an experimental data base for estimating the radiological health effects that could result from the sabotage of a light water reactor spent fuel shipping cask. The primary objectives of the program were limited to: (1) evaluating the effectiveness of selected high energy devices (HED) in breaching full-scale spent fuel shipping casks, (2) quantifying and characteriz… more

The design and installation of a core discharge monitor for CANDU-type reactors

Description: A new type of surveillance systems that monitors neutron and gamma radiation in a reactor containment is being installed at the Ontario Hydro Darlington Nuclear Generating Station A, Unit 2. Unlike video or film surveillance that monitors mechanical motion, this system measures fuel-specific radiation emanating from irradiated fuel as it is pushed from the core of CANDU-type reactors. Proof-of-principle measurements have been carried out at Bruce Nuclear Generating Station A, Unit 3. The system… more

Challenge inspections in Arms Control treaties: Any lessons for strengthening NPT verification. [Non-Proliferation Treaty (NPT)]

Description: Recent revelations of an ongoing and sophisticated nuclear weapons development program in Iraq have lead to suggestions for strengthening International Atomic Energy Agency (IAEA) safeguards. Especially troubling was the realization that safeguards, as presently applied, could not possibly have detected such a program. It is clear that the inspections which have taken place in Iraq since the Gulf War could only have been imposed on a nation which had suffered a severe military defeat. It has, h… more

PEBBED Uncertainty and Sensitivity Analysis of the CRP-5 PBMR DLOFC Transient Benchmark with the SUSA Code

Description: The need for a defendable and systematic uncertainty and sensitivity approach that conforms to the Code Scaling, Applicability, and Uncertainty (CSAU) process, and that could be used for a wide variety of software codes, was defined in 2008. The GRS (Gesellschaft für Anlagen und Reaktorsicherheit) company of Germany has developed one type of CSAU approach that is particularly well suited for legacy coupled core analysis codes, and a trial version of their commercial software product SUSA (Softw… more

Radionuclide Partitioning in an Underground Nuclear Test Cavity

Description: In 2004, a borehole was drilled into the 1983 Chancellor underground nuclear test cavity to investigate the distribution of radionuclides within the cavity. Sidewall core samples were collected from a range of depths within the re-entry hole and two sidetrack holes. Upon completion of drilling, casing was installed and a submersible pump was used to collect groundwater samples. Test debris and groundwater samples were analyzed for a variety of radionuclides including the fission products {sup 9… more

Progress Toward Attractive Stellarators

Description: The quasi-axisymmetric stellarator (QAS) concept offers a promising path to a more compact stellarator reactor, closer in linear dimensions to tokamak reactors than previous stellarator designs. Concept improvements are needed, however, to make it more maintainable and more compatible with high plant availability. Using the ARIES-CS design as a starting point, compact stellarator designs with improved maintenance characteristics have been developed. While the ARIES-CS features a through-the-por… more

Expert elicitation and the problem of detecting undeclared activities

Description: Measures applicable to the detection of undeclared activities are not well established, and their effectiveness is uncertain. To detect clandestine paths, the IAEA is still developing processes and procedures. As the Agency gains experience with new measures and with integrated safeguards, dealing with such problems may become more experience-based and perhaps more closely parallel the process with current safeguards where detection probabilities for the measures to be utilized on declared path… more
