The environmental policies currently being negotiated are likely to require Member State (MS) to control and report their emission of greenhouse gases (GHG) and air pollutants (AP) more precisely. While there are likely to be associated costs, it is also likely that the cost of timely and targeted action will be less than the longer term cost of inaction.
