Abstract: this report on the use of GenAI in State government is the first major product of Governor Newsom's Executive Order N-12-23 on Generative Artificial Intelligence (Executive Order), and it is the first step in an ongoing process of engagement with stakeholders and across State agencies. The report presents an initial analysis of the potential benefits to individuals, communities, government and State government workers, with a focus on where GenAI may be used to improve access to essential goods and services. Additionally, the report assesses the risks of GenAI, including but not limited to risks stemming from bad actors, insufficiently guarded governmental systems, unintended or emergent effects, and potential risks toward democratic and legal processes, public health and safety, and the economy.
