38 Such transfers of costs from the interstate jurisdiction to
the intrastate jurisdiction result because the costs associated
with many non-distance sensitive interexchange facilities are
allocated by the separations procedures on the basis of weighting
each minute of use by the distance the call travels. This
assignment to the interstate jurisdiction is greater than a oneto-one
ratio of conversation minutes because the longer distances
associated with interstate traffic acts to assign a greater
proportion of the costs to the interstate jurisdiction. When
interstate usage is relatively less stimulated, the reverse of the
process works and a weighted amount of costs are returned to
the intrastate jurisdiction.
