This demonstration project was undertaken as a result of an unsolicited proposal submitted by THE ASSIGNMENT GROUP (TAG) to the Office of Minority Economic Impact, Department of Energy (DOE). The problem to which the proposal responded was how to minimize the costs associated with public housing tenants in standard public housing as well as under homeownership transfers. Description

This demonstration project was undertaken as a result of an unsolicited proposal submitted by THE ASSIGNMENT GROUP (TAG) to the Office of Minority Economic Impact, Department of Energy (DOE). The size and gravity of the problem necessitated a purpose or aim that had nationwide application, yet lent itself to a microscopic look. Consequently, the goal that emanated was the design and development of an energy-related demonstration program that educates public housing residents, facilitates indigenous business development where appropriate, and trains residents to provide needed services.
