Comparative assessment of energy-economy interactions

Description: This analysis is concerned with the impact of energy-policy measures on the level, growth, and structure of the US economy. In particular, the nature and magnitude of the causal relationship between variations in the prices of various energy forms and economic performance, as measured by real gross national product (GNP), is studied. The combined Brookhaven National Laboratory/Dale W. Jorgenson Associates (BNL/DHA) energy-economy model system is used to determine the economic effects of three e… more

Social values and solar energy policy: the policy maker and the advocate

Description: Solar energy policy makers and advocates have significantly different hierarchies (clusters) of values upon which they evaluate the adoption of solar technologies. Content analysis, which examines the frequency with which policy makers identify different types of values, indicates that they hold economic values to be of primary importance. Environmental, social, and national security values are also substantial elements of the policy makers' value clusters associated with solar energy. This fin… more

Energy-related doctoral scientists and engineers in the United States, 1975

Description: The pursuit of a vigorous research and development program to provide renewable and other resources to meet U. S. energy needs in the next century is an important objective of President Carter's National Energy Plan. A highly educated and motivated pool of engineers and scientists must be available for energy research and development if this objective is to be achieved. This report provides, for the first time, information about the number and characteristics of doctoral-level engineers an… more

Basic research needs and priorities in solar energy. Volume I. Executive summary. Technology crosscuts for DOE

Description: This report identifies, describes, and recommends priorities for basic research important to the future development of solar energy. In response to a request from the US Department of Energy, SERI surveyed more than 120 leading scientists who were engaged in or knowledgeable of solar-related research. SERI scientists relied heavily on the opinions of scientists polled, but weighted their own recommendations and opinions equally. The result is an amalgam of national scientific opinion representi… more

Intergroup welfare comparisons using aggregate consumption data

Description: In this paper, the distributional impact of President Carter's domestic-oil-price decontrol program on different groups of households in the economy, distinguished by income, age of head of household, size of household, region (Northeast, North Central, South, and West), residential location (urban/rural), and race (white/non-white), is explored. The specific question being addressed is: how much additional disposable income (called compensating variation, which may be negative) should be given… more

Energy planning and management in developing countries: thoughts concerning a conceptual framework

Description: The unique characteristics of the energy situation in developing countries imposes a unique set of requirements on analytical techniques used for energy planning. The urgency of the situation requires the rapid development and use of simplified models which make maximum use of available data but which can reflect the international energy context. Those techniques must also be able to deal with central energy/development issues such as energy equity or the energy implication of social equity pol… more

Emergence of collective action and environmental networking in relation to radioactive waste management

Description: This paper explores the relationship between the national environmental movement and nuclear technology in relation to a local emergent group. The historical development of nuclear technology in this conutry has followed a path leading to continued fear and mistrust of waste management by a portion of the population. At the forefront of opposition to nuclear technology are people and groups endorsing environmental values. Because of the antinuclear attitudes of environmentalists and the value o… more

Procedures for aggregating citizen preferences in the context of the nuclear waste management problem. Final report

Description: The purpose of the present paper is to provide an introduction to the theory of social choice and related disciplines, and to relate this theory to the concrete problem of nuclear waste management. In Section I of this report, an overview of the problem is provided. In Section II, two candidate preference aggregation procedures that can be used to identify a socially optimal waste management policy are identified. In Section III, a somewhat lengthy defense of the use of these two aggregation pr… more

How can energy-efficient structures compete in an inefficient energy market

Description: The only way resources can be efficiently allocated in our market system is if prices of resources, goods, and services properly reflect their true value to society. However, because of (a) imperfections in the pricing mechanisms that currently influence private-sector decision making; (b) the difference in planning horizons between individuals and government; and (c) the external benefits that would accrue to society from energy-conscious decision making by individuals, it is apparent that the… more

A Content Analysis of Citations to Four Prominent Philosophers of Science in Selected Sociology Journals

Description: Numerous studies have attempted to measure scientists' influence by measuring the quantity of citations to their works. The problem with "citation counting," as it is called, is that it assumes that each listing of an author in a citation index is equal to another without bothering to explore the substantive uses of citations in the source article. The present study attempts to alleviate this problem by content analysis of citations in a limited sphere: reference to major philosophers of scienc… more

Proc. Agent 2004 Conf. on Social Dynamics : Interaction, Reflexivity and Emergence

Description: I'd like to welcome you to the Agent 2004 conference. As most of you are aware, this conference is the fifth in a series of meetings that began in 1999. A conference followed the next year in 2000. The 2001 conference was skipped because of some conflicts with other conferences, and the conferences have proceeded annually since then. We have the proceedings of the previous conferences available here on CDs. One CD has the proceedings from 1999, 2000, and 2002; the other contains last year's pro… more

Communal spaces: aggregation and integration in the Mogollon Region of the United States Southwest

Description: Aggregation and integration are processes that occur in human societies throughout the globe. An informative example of population aggregation and social integration can be observed in the North American desert borderlands from A.D. 250 to 1450 in the area known as the Mogollon region. In fact, Mogollon communities oscillated from smaller social groups into larger ones and dispersed into smaller groups only to form larger ones again. For this reason, examining the groups of people living in the… more

R&D for computational cognitive and social models : foundations for model evaluation through verification and validation (final LDRD report).

Description: Sandia National Laboratories is investing in projects that aim to develop computational modeling and simulation applications that explore human cognitive and social phenomena. While some of these modeling and simulation projects are explicitly research oriented, others are intended to support or provide insight for people involved in high consequence decision-making. This raises the issue of how to evaluate computational modeling and simulation applications in both research and applied settings… more

Estimation of the social costs of natural gas

Description: This study determines the extent to which it is possible to develop monetary estimates of the marginal social cost of fuels, using natural gas to test a methodology that could be applied to other fuels. This requires review of previous estimates of both market and nonmarket costs to the extent that such are available. For some components of social cost, calculation of estimates from secondary data is required. The feasibility of using these estimates to develop marginal social-cost estimates fo… more

Inferred referendum: a rule for committee decisions

Description: A new method of social choice is presented. The result of the method coincides with that of majority voting when it does not produce an intransitivity among the alternatives under consideration. When majority voting would produce an intransitivity, the method orders the alternatives in the same way as the transitive constituency would whom the committee members are most likely to represent. Analysis of the application of the method to three alternatives shows that the resulting order depends on… more
