The U.S. Support Program to IAEA Safeguards - How It Works

Description: The U.S. Support Program to International Atomic Energy Agency (IAEA) Safeguards (USSP) was established in 1977 to transfer US technology and expertise to assist the IAEA Department of Safeguards because its limited budget and scope would not allow for R&D activities and the procurement of specialized or customized equipment. Over the years, the USSP and the Department of Safeguards have worked together continuously to develop and improve processes for requesting, selecting, and managing pr… more

Application of process monitoring to verify facility design

Description: Process monitoring has been proposed as a safeguards measure to ensure that a facility is operating as designed, or as a surveillance measure to ensure that material is not removed from the facility in an undeclared manner. In a process-monitoring system, the facility operator monitors process operations such as tank levels, densities, and temperatures; process flows; and physical parameters such as valve positions to ensure that the operations performed are both desired and required. At many f… more

Developing a brittle fracture acceptance criterion for transport casks for adoption by the International Atomic Energy Agency (IAEA)

Description: With increasing nuclear material transportation demands, new generation casks have included designs which propose the use of structural materials other than austenitic stainless steel. Motivation for using alternate materials include potentials for lower cost, easier fabrication, no welding and less weight (higher payload). Examples of candidate materials for structural components include ferritic steels and ductile cast iron for the containment boundary and borated stainless steel for the bask… more

Role of IAEA (International Atomic Energy Agency) safeguards in confidence building

Description: In this paper, I will examine some attributes of confidence building and connect them with how the International Atomic Energy Agency (IAEA) interacts with its member states in carrying out its safeguards function. These interactions and the structure set up to define them help maintain and strengthen confidence between the IAEA and the member states and among these states. 3 refs.

International safeguards: Accounting for nuclear materials

Description: Nuclear safeguards applied by the International Atomic Energy Agency (IAEA) are one element of the non-proliferation regime'', the collection of measures whose aim is to forestall the spread of nuclear weapons to countries that do not already possess them. Safeguards verifications provide evidence that nuclear materials in peaceful use for nuclear-power production are properly accounted for. Though carried out in cooperation with nuclear facility operators, the verifications can provide assuran… more
