State legislatures and energy policy in the Northeast: energy facility siting and legislative action

Description: At the Federal level, a vast array of bureaucratic and legislative institutions are presently immersed in various explorations of energy policy and its national ramifications. Almost each of the 50 states has Energy offices. One element of the institutional/political equation, however, often is missed in studies of energy policy: the state legislature. This institution may well be vitally important to formulation of broad policies, and certainly is critical to successful implementation of certa… more

Business strategy groups lessons learned

Description: Since FY 1977, 29 business strategy group (BSG) sessions are known to have been conducted. Four were in nuclear, 3 in resource applications, 9 in fossil energy, 10 in solar/geothermal, 1 in conservation, and 2 in EIA (systems operations and support services and programming services). DOE management needs to re-emphasize with the program mamangement the importance for the use of BSGs in the mission needs and advanced procurement plan stages of major acquisition. BSG briefings and report findings… more

Management of social and economic impacts associated with the construction of large-scale projects: experiences from the Western coal development communities

Description: The construction and operation of large-scale energy or resource development projects are accompanied by environmental, social, and economic changes or impacts. Impact assessment is the key tool used to determine which impact areas will most severely affect the community and will thus need to be managed. Impact management, only recently recognized as part of the assessment process, includes public and private actions to ameliorate impacts. The use of available impact management strategies can a… more

Whole facility energy use monitoring

Description: Pacific Northwest Laboratory (PNL) is conducting numerous field monitoring studies of the induces of energy in buildings. Energy use monitoring techniques have been developed to provide reliable empirical measurements of energy consumption according to enduse and time of day. These measurements are analyzed in conjunction with climate and site characteristics data to determine energy use efficiencies and identify energy conservation and load management opportunities. This paper draws upon this … more

Mobilizable RDF/d-RDF burning program

Description: The Mobilizable RDF/d-RDF Burning Program was conceived to promote the utilization of refuse-derived fuels (RDF) as a supplement to existing fossil fuel sources in industrial-sized boilers. The program explores the design, development, and eventual construction of densified-RDF (d-RDF) for use in boiler combustion testing as a supplement to stoker coal or wood wastes. The equipment would be mounted on trailers and assembled and operated at preselected sites throughout the country where approxim… more

International data collection and analysis. Task 1

Description: Commercial nuclear power has grown to the point where 13 nations now operate commercial nuclear power plants. Another four countries should join this list before the end of 1980. In the Nonproliferation Alternative Systems Assessment Program (NASAP), the US DOE is evaluating a series of alternate possible power systems. The objective is to determine practical nuclear systems which could reduce proliferation risk while still maintaining the benefits of nuclear power. Part of that effort is the d… more

Evaluation of energy related risk acceptance (APHA energy task force)

Description: Living in a technological society with large energy requirements involves a number of related actities with attendant health risks, both to the working and to the general public. Therefore, the formulation of some general principles for risk acceptance is necessary. In addition to maximizing benefits and minimizing risk, relevant considerations must be made about the perception of risk as voluntary or involuntary, the number of persons collectively at risk at any one occasion, and the extent to… more

Potential of mediation for resolving environmental disputes related to energy facilities

Description: This study assesses the potential of mediation as a tool for resolving disputes related to the environmental regulation of new energy facilities and identifies possible roles the Federal government might play in promoting the use of mediation. These disputes result when parties challenge an energy project on the basis of its potential environmental impacts. The paper reviews the basic theory of mediation, evaluates specific applications of mediation to recent environmental disputes, discusses t… more

Linear-programming approach to county-level energy-scenario disaggregation

Description: Many recent national and regional Energy Planning Studies utilize the scenario approach as a framework for R and D Assessment or policy analysis, with information detail at best to the census or Reliability Council Region level. Unfortunately, such scenarios are of limited utility to State Agencies, or to those interested in environmental-impact or resource-constraint questions. This paper describes an LP disaggregation procedure to translate regional energy scenarios to county-level detail, wi… more

Unreviewed safety question determination application guide

Description: The basic purpose of the Unreviewed Safety Question Determination (USQD) process is to ascertain if a change to a facility can be made without a prior safety review and approval by the original approving body. The USQD process judges whether the change could result in the facility being outside its authorization basis. If the change could result in the facility being outside its authorization basis, the change involves an Unreviewed Safety Question (USQ). The authorization basis consists of tho… more
