Scoping Report on Various Salt Mines in the United States

Description: One of the most important factors in isolating the demonstration waste storage site is an adequate number of shafts to insure proper ventilation. Proper ventilation will require that the air exhausted from the storage area pass directly to the upcast air shaft. Those mines reported by this scoping contract generally conform with the two shafts per mine requirement of MESA. Three of the mines reported on have more than two shafts. Several of the mines can have additional shafts drilled in time t… more

Incentives and the siting of radioactive waste facilities

Description: The importance of social and institutional issues in the siting of nuclear waste facilities has been recognized in recent years. Limited evidence from a survey of rural Wisconsin residents in 1980 indicates that incentives may help achieve the twin goals of increasing local support and decreasing local opposition to hosting nuclear waste facilities. Incentives are classified according to functional categories (i.e., mitigation, compensation, and reward) and the conditions which may be prerequis… more

Support for a nuclear future: student response to the CRBRP

Description: Results are presented of a multiple regression analysis of questionnaire data from two random samples of University of Tennessee seniors. Data were collected from 94 students with science/engineering majors (the ''Tech'' sample), and 91 students with non-science/engineering majors (the ''Mass'' sample--which represents the majority of the students). The purpose of the analysis was to isolate factors which independently explain student response to the CRBRP and to breeder reactors in general.

Public opinion factors regarding nuclear power

Description: This paper is an effort to identify, as comprehensively as possible, public concerns about nuclear power, and to assess, where possible, the relative importance of these concerns as they relate to government regulation of and policy towards nuclear power. It is based on some two dozen in-depth interviews with key communicators representing the nuclear power industry, the environmental community, and government, as well as on the parallel efforts in our research project: (1) review of federal co… more

Fusion breeder

Description: The fusion breeder is a fusion reactor designed with special blankets to maximize the transmutation by 14 MeV neutrons of uranium-238 to plutonium or thorium to uranium-233 for use as a fuel for fission reactors. Breeding fissile fuels has not been a goal of the US fusion energy program. This paper suggests it is time for a policy change to make the fusion breeder a goal of the US fusion program and the US nuclear energy program. The purpose of this paper is to suggest this policy change be mad… more

Costs of nuclear waste glassmaking at Savannah River

Description: Recently developed reference schedules for processing high-level nuclear wastes into solid glass froms at Savannah River provide bases for economic evaluations of potential improvements of glass melter design and operation. Greater melter output is achieved through increases in capacity and attainment and possible higher glass waste loadings. The economic evaluation indicates only minor beneficial impacts on total waste disposal costs for melter outputs greater than current reference values. In… more

Public opinion and nuclear power decision-making

Description: This document discusses public opinion regarding nuclear power which is particularly difficult to tie down because of five important paradoxes that characterize it: it can be based on sound reason, but also on intense emotion; it is both national and local in perspective; at varying times it has seen nuclear power as both clean'' and dirty''; it believes nuclear power is both economic, and uneconomic; and nuclear power is perceived as having a fairly safe record, but being potentially unsafe. Nuclear proliferation and civilian nuclear power. Report of the Nonproliferation Alternative Systems Assessment Program. Volume IV. Commercial potential

Description: This volume of the Nonproliferation Alternative Systems Assessment Program (NASAP) report provides time and cost estimates for positioning new nuclear power systems for commercial deployment. The assessment also estimates the rates at which the new systems might penetrate the domestic market, assuming the continuing viability of the massive light-water reactor network that now exists worldwide. This assessment does not recommend specific, detailed program plans and budgets for individual system… more

Economics of tokamak power systems

Description: The impact of plasma operating characteristics, engineering options, and technology on the capital-cost trends of Tokamak power plants is determined. Tokamak power systems are compared to other advanced energy systems and found to be economically competitive. A three-phase strategy for demonstrating commercial feasibility of fusion power, based on a common-site multiple-unit concept, is presented.

Nuclear proliferation and civilian nuclear power. Report of the Nonproliferation Alternative Systems Assessment Program. Volume III. Resources and fuel cycle facilities

Description: The ability of uranium supply and the rest of the nuclear fuel cycle to meet the demand for nuclear power is an important consideration in future domestic and international planning. Accordingly, the purpose of this assessment is to evaluate the adequacy of potential supply for various nuclear resources and fuel cycle facilities in the United States and in the world outside centrally planned economy areas (WOCA). Although major emphasis was placed on uranium supply and demand, material resource… more

Description: The report contained in this volume describes a program for management of the community impacts resulting from the growth of uranium mining and milling in New Mexico. The report, submitted to Sandia Laboratories by the New Mexico Department of Energy and Minerals, is reproduced without modification. The state recommends that federal funding and assistance be provided to implement a growth management program comprised of these seven components: (1) an early warning system, (2) a community planni… more

Energy reserves. [Summary of reserve estimates and economic supply models for exhaustible resources]

Description: There is an increasing concern about scarcity of the world's remaining natural energy resources and, in particular, the future supply of oil and natural gas. This paper summarizes recent estimates of energy reserves and economic supply models for exhaustible resources. The basic economic theory of resource exhaustion is reviewed, and recent estimates of both discovered and undiscovered energy resources are presented and compared. Domestic and world-wide reserve estimates are presented for crude… more

Can the Sun replace uranium

Description: Two asymptotic worlds, one based on solar energy, the other based on nuclear energy, are compared. The total energy demand in each case is 2,000 quads. Although the Sun can in principal supply this energy, it probably will be very expensive. If the energy were supplied entirely by breeders, the nuclear energy system would pose formidable systems problems--particularly safety and proliferation. It is suggested that in view of these possible difficulties, all options must be kept open.
