Restructuring and renewable energy developments in California:using Elfin to simulate the future California power market

Description: We provide some basic background information on support for renewable in California on the expected operation of the power pool and bilateral markets, and on the three key policy types modeled here. We discuss the Elfin production cost and expansion planning model as well as key assumptions that we made to model the future California pool. We present results from the successful Elfin models runs. We discuss the implications of the study, as well as key areas for future research. Additional info… more

Hanford Site air operating permit application

Description: The Clean Air Act Amendments of 1990, which amended the Federal Clean Air Act of 1977, required that the US Environmental Protection Agency develop a national Air Operating Permit Program, which in turn would require each state to develop an Air Operating Permit Program to identify all sources of ``regulated`` pollutants. Regulated pollutants include ``criteria`` pollutants (oxides of nitrogen, sulfur oxides, total suspended particulates, carbon monoxide, particulate matter greater than 10 micr… more

Exploitation of resonance Raman spectroscopy as a remote chemical sensor

Description: We have discussed recent experimental results using a resonance-Raman-based LIDAR system as a remote chemical sensor. This spectroscopy has the fundamental advantage that it is based on optical fingerprints that are insensitive to environmental perturbations. By taking advantage of resonance enhancement, which 6 orders-of-magnitude, can be as large as 4 to an increased sensing range for a given chemical concentration or lower detection limit for a given stand-off distance can be realized. The s… more

The use of explosives by the US Antarctic Program. Environmental report

Description: This report was prepared to assist principal investigators and others in complying with NEPA and the protocol on environmental protection to the Antarctic Treaty. Research activities and associated support operations in Antarctica sometimes require use of explosives. This report evaluates potential environmental impacts associated with such activities and possible methods for mitigating those impacts. The greatest single use of explosives, and the only type of blasting that will occur on the Po… more

Why so few young women in mathematics, science, and technology classes?

Description: Many factors influence the success of women in scientific and technical careers. Women represent over 50% of the U.S. population, yet less than 16% of women are employed in scientific and technical careers. Research over the last decade makes it clear that disparities exist in the participation, achievement, and attitudes of young men and young women in science classes. Young women are as interested in science experiences as young men up until age nine. After that age, the number of young women… more

Energy-Efficient Air Pollution Controls for Fossil-Fueled Plants: Technology Assessment

Description: The 1990 Clean Air Act Amendments require most fossil-fuel fired power plants to reduce sulfur dioxide, nitrogen oxides, and particulate emissions. While emission-control equipment is available to help most of New York State`s 91 utility units in 31 power plants comply with the new regulations, technologies currently available consume energy, increase carbon dioxide emissions, reduce operating efficiency, and may produce large amounts of solid and/or semisolid byproducts that use additional ene… more

Sustainable development as an organizing principle for US foreign policy: Opportunities and enduring constraints

Description: The disintegration of the Soviet Union has dramatically changed the international topography. Bipolar international relations have given way to a multipolar world wherein the United States is the only true superpower as gauged by both economic and military might. The decline of the Soviet Union has removed an important stabilizing force in international politics and a critical organizing principle for American Foreign Policy -- namely, the containment of international communism. The Soviet Unio… more

From public participation to stakeholder involvement: The rocky road to more inclusiveness

Description: Surviving always at the edge of extinction, public participation in environmental decision making has an uncertain and problematic history. From its emergence from the urban planning and delivery system efforts of the 1960s to many siting and non-siting uses today, it remains a battleground, with few successes and many failures. While some compelling structural, organizational and cultural explanations for this state of affairs exist, the author offers a further one--a too-limited definition an… more

Geological aspects of the nuclear waste disposal problem

Description: For the successful solution of the high-level waste (HLW) problem in Russia one must take into account such factors as the existence of the great volume of accumulated HLW, the large size and variety of geological conditions in the country, and the difficult economic conditions. The most efficient method of HLW disposal consists in the maximum use of protective capacities of the geological environment and in using inexpensive natural minerals for engineered barrier construction. In this paper, … more

Hazardous waste cleanup: A case study for developing efficient programs

Description: As officials in Pacific Basin Countries develop laws and policies for cleaning up hazardous wastes, experiences of countries with such instruments in place may be instructive. The United States has addressed cleanups of abandoned hazardous waste sites through the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The US Congress enacted CERCLA in 1980. The task of cleaning up waste sites became larger and more costly than originally envisioned and as a result, Congr… more

Tomorrow`S Energy Today for Cities and Counties - Keep It Cool With Thermal Energy Storage

Description: Cool thermal energy storage (TES) is described as a means for electric utilities to provide electricity from off-peak times, particularly in the summer when air-conditioning accounts for 50% or more of electricity consumption. Cool TES uses off-peak power to provide cooling capacity by extracting heat from a storage medium such as ice or other phase change material. A refrigeration system may may be utilized at night to provide a reservoir of cold material. During the day, the reservoir is tapp… more
