Radioactive Waste Isolation in Salt: A Method for Evaluating the Effectiveness of Site Characterization Measurements

Description: The approach presumes that measurements are undertaken to support performance predictions. A quantitative performance objective like groundwater travel time is compared with performance predictions. The approach recognizes that such predictions are uncertain because the measurements upon which they are based are uncertain. The effectiveness of measurement activities is quantified by an index, ..beta.., that reflects the number of standard deviations separating the best estimate of performance f… more

Southern States' Routing Agency Report

Description: The Southern States' Routing Agency Report is a compendium of 16-southern states' routing programs and authorities for high-level radioactive materials transportation. The report includes the identification of each state's designated routing agency and state legislation and regulations pertaining specifically to the shipment routing of high-level radioactive materials. Using information collected and compiled by the Hazardous Materials Information Group at Oak Ridge National Laboratory, the rep… more

Southern state radiological emergency preparedness and response agencies

Description: This Report provides information on the state agencies assigned to radioactive materials transportation incidents in 16 Southern States Energy Board member states. For each, the report lists the agencies with primary authority for preparedness and response, their responsibilities and personnel within the agencies who can offer additional information on their radioactive materials transportation programs. The report also lists each state's emergency team members and its laboratory and analytical… more

The rail abandonment process: A southern perspective

Description: One factor in evaluating the desirability of rail transport for high-level radioactive wastes or spent fuels is the frequency, or lack thereof, with which railroad and railroad lines have been, and are, abandoned. If DOE makes a decision to use the rail option and a line is subsequently abandoned, the choice results in increased cost, time delays and possibly safety problems: Information is therefore needed prior to the decision-making process to evaluate the desirability of the rail shipping o… more

Site characterization and modeling to estimate movement of hazardous materials in groundwater

Description: A quantitative approach for evaluating the effectiveness of site characterization measurement activities is developed and illustrated with an example application to hypothetical measurement schemes at a potential geologic repository site for radioactive waste. The method is a general one and could also be applied at sites for underground disposal of hazardous chemicals. The approach presumes that measurements will be undertaken to support predictions of the performance of some aspect of a const… more

Rail abandonments in the South and their effect on NWPA rail shipments

Description: The railroad industry will have a very critical role in the eventual shipping of commercial spent fuel and defense high-level waste as provided under the Nuclear Waste Policy Act of 1982 and the 1987 amendments. The transport of spent fuel is expected to be accomplished by rail from 19 of the South`s 27 reactor sites to the proposed Yucca Mountain repository or possible monitored retrievable storage facility. The decline in total track availability, however, could significantly impact the feder… more
