Atoms to electricity

Description: This booklet explains the basic technology of nuclear fission power reactors, the nuclear fuel cycle and the role of nuclear energy as one of the domestic energy resources being developed to help meet our national energy demand. Nuclear power accounted for some 12 percent of the US electric energy supply in 1982. In the 1990's, it is expected to become second only to coal as a source of our electric power, almost doubling its present contribution to our national electricity supply. 14 reference… more

Restarting TMI unit one: social and psychological impacts

Description: A technical background is provided for preparing an environmental assessment of the social and psychological impacts of restarting the undamaged reactor at Three Mile Island (TMI). Its purpose is to define the factors that may cause impacts, to define what those impacts might be, and to make a preliminary assessment of how impacts could be mitigated. It does not attempt to predict or project the magnitude of impacts. Four major research activities were undertaken: a literature review, focus-gro… more

Licensee programs for maintaining occupational exposure to radiation as low as is reasonably achievable

Description: This report defines the concept of maintaining occupational exposures to radiation as low as is reasonably achievable (ALARA) and describes the elements necessary for specific licensees to implement, operate, and evaluate an effective ALARA program. Examples of cost-effectiveness analysis and optimization are provided. The rationale for providing more detailed guidance to specific licensees stems from the current recommendations provided by the International Commission on Radiological Protectio… more

Improved cost-benefit techniques in the US Nuclear Regulatory Commission

Description: The major objective of this report is to help the US Nuclear Regulatory Commission (NRC) in its regulatory mission, particularly with respect to improving the use of cost-benefit analysis and the economic evaluation of resources within the NRC. The objectives of this effort are: (1) to identify current and future NRC requirements (e.g., licensing) for valuing nonmarket goods; (2) to identify, highlight, and present the relevant efforts of selected federal agencies, some with over two decades of… more

Intermodal transportation of spent fuel

Description: Concepts for transportation of spent fuel in rail casks from nuclear power plant sites with no rail service are under consideration by the US Department of Energy in the Commercial Spent Fuel Management program at the Pacific Northwest Laboratory. This report identifies and evaluates three alternative systems for intermodal transfer of spent fuel: heavy-haul truck to rail, barge to rail, and barge to heavy-haul truck. This report concludes that, with some modifications and provisions for new eq… more

Nuclear plant cancellations: causes, costs, and consequences

Description: This study was commissioned in order to help quantify the effects of nuclear plant cancellations on the Nation's electricity prices. This report presents a historical overview of nuclear plant cancellations through 1982, the costs associated with those cancellations, and the reasons that the projects were terminated. A survey is presented of the precedents for regulatory treatment of the costs, the specific methods of cost recovery that were adopted, and the impacts of these decisions upon… more

Computing and cognition in future power-plant operations

Description: The intent of this paper is to speculate on the nature of future interactions between people and computers in the operation of power plants. In particular, the authors offer a taxonomy for examining the differing functions of operators in interacting with the plant and its computers, and the differing functions of the computers in interacting with the plant and its operators.

Institutional implications of establishing safety goals for nuclear power plants. [PWR; BWR]

Description: The purpose of this project is to anticipate and address institutional problems that may arise from the adoption of NRC's proposed Policy Statement on Safety Goals for Nuclear Power Plants. The report emphasizes one particular category of institutional problems: the possible use of safety goals as a basis for legal challenges to NRC actions, and the resolution of such challenges by the courts. Three types of legal issues are identified and analyzed. These are, first, general legal issues s… more

Department of Energy plan for recovery and utilization of nuclear byproducts from defense wastes. Volume 1. Executive summary

Description: Nuclear byproducts are a major national resource that has yet to be incorporated into the economy. The current Defense Byproducts Program is designed to match specific military and commercial needs with the availability of valuable products which are currently treated as waste at considerable expense in waste management costs. This program plan focuses on a few specific areas with the greatest potential for near-term development and application. It also recognizes the need for a continuing effo… more

Legal constraints imposed on security force personnel

Description: It is argued that the penalty for most mistakes made by security is the payment of money by the utility. The security personnel has only to act reasonably and not in a negligent manner. Preventing of sabotage is more important than obtaining a conviction, so it is better to search and not get a conviction than it is not to search. (DLC)

High-level radioactive wste management: a means to social consensus

Description: The problem of safely disposing of high-level radioactive waste is not new, but it is becoming more pressing as the temporary storage facilities of public utilities run out. The technical questions of how best to immobilize these wastes for many centuries have been studied for years and many feel that these problems are solved, or nearly so. Many states have set up roadblocks to the federal waste management program, however, and it is clear that social consensus must be reached for any waste di… more

A History of the Atomic Energy Commission

Description: This pamphlet traces the history of the US Atomic Energy Commission's twenty-eight year stewardship of the Nation's nuclear energy program, from the signing of the Atomic Energy Act on August 1, 1946 to the signing of the Energy Reorganization Act on October 11, 1974. The Commission's early concentration on the military atom produced sophisticated nuclear weapons for the Nation's defense and made possible the creation of a fleet of nuclear submarines and surface ships. Extensive research in the… more

Nuclear reactor safety in the USA

Description: Nuclear reactor safety in the USA has emphasized a defense-in-depth approach to protecting the public from reactor accidents. This approach was severely tested by the Three Mile Island accident and was found to be effective in safeguarding the public health and safety. However, the economic impact of the TMI accident was very large. Consequently, more attention is now being given to plant protection as well as public-health protection in reactor-safety studies. Sophisticated computer simulation… more

Review of fugitive dust control for uranium mill tailings

Description: An immediate concern associated with the disposal of uranium mill tailings is that wind erosion of the tailings from an impoundment area will subsequently deposit tailings on surrounding areas. Pacific Northwest Laboratory (PNL), under contract to the U.S. Nuclear Regulatory Commission, is investigating the current technology for fugitive dust control. Different methods of fugitive dust control, including chemical, physical, and vegetative, have been used or tested on mill tailings piles. This … more
