Preliminary report. Preliminary findings and views concerning the exemption of aviation gasoline from the Mandatory Petroleum Allocation and Price Regulations

Description: Preliminary findings indicate that: the fuel is not in short supply; exemption will not have an adverse impact on supply of any other petroleum product subject to the Emergency Petroleum allocation Act of 1973; competition and market force are adequate; exemption will not result in inequitable prices; and exemption will not have adverse state or regional impacts or any other adverse impacts. Chapter II provides background information on the use, production, and distribution of aviation gasoline… more

Impacts of the national energy programme on solar economics

Description: The National Energy Plan (NEP) sets as a goal the use of solar energy in two and a half million homes in 1985. A key provision of the NEP (as well as congressional alternatives) provides for the subsidization of solar equipment. The extent to which these subsidies (income tax credits) might offset the impact of continued energy-price control is examined. Regional prices and availability of conventional energy sources (oil, gas, and electricity) were compiled to obtain a current and consistent s… more

Economics of National Waste Terminal Storage Spent Fuel Pricing Study

Description: The methodology for equitably pricing commercial nuclear spent fuel management is developed, and the results of four sample calculations are presented. The spent fuel management program analyzed places encapsulated spent fuel in bedded salt while maintaining long-term retrievability. System design was reasonable but not optimum. When required, privately-owned Away From Reactor (AFR) storage is provided and the spent fuel placed in AFR storage is eventually transported to final storage. Applicab… more

Use of the pulp and paper industry process model for R and D decision making

Description: A regional pulp and paper industry process model was used to assess the maximal market-penetration of new energy-conservation technologies for that industry under various energy-price assumptions. This linear-programming optimization model was used to calculate the systemic impacts on the industry of each technology separately, and as a group. The attractiveness of various co-generation technologies derived from the model was also evaluated with and without an investment tax credit. These were … more

Middle distillate price monitoring system. Interim validation report. [No. 2 heating oil]

Description: The Middle Distillate Price Monitoring System collects data on prices and gross margins for No. 2 heating oil from a sample of refiners, resellers, and retailers. The data is used to evaluate the level of competition and the reasonableness of prices in the heating oil market. It is concluded that the data does not provide a basis for determining whether a market is competitive, and that there is serious doubt as to the accuracy of the information collected by the system. Some recommendations ar… more

Fuel Choice and Aggregate Energy Demand in the Commercial Sector

Description: This report presents a fuel choice and aggregate-demand model of energy use in the commercial sector of the United States. The model structure is dynamic with short-run fuel-price responses estimated to be close to those of the residential sector. Of the three fuels analyzed, electricity consumption exhibits a greater response to its own price than either natural gas or fuel oil. In addition, electricity price increases have the largest effect on end-use energy conservation in the commercial se… more

Energy and labor intensities projected to the year 2010. [For a 40-sector economy]

Description: Total (direct and indirect) energy and labor intensities have been projected to the year 2000 for a 40-sector economy. Energy intensities were derived by modifying the CONAES results with four possible energy-price-change scenarios between 1975 and 2010. Labor intensities were projects using data from the CAC model and projected BLS matrices to approximate the effect of a doubling of energy prices between 1975 and 2010. As an illustrative example, the projected data were used to determine the n… more

Summary report: conversion to coal in the industrial sector

Description: A key element of the National Energy Plan is the conversion of industrial boiler fuels from natural gas and oil to coal. But widespread conversion to coal is not taking place in the industrial sector. This study identifies the important factors that restrict the acceptance of coal in industry and examines some alternatives to conventional on-site combustion. An analysis of the economic and environmental barriers is made along with a discussion of financial and logistical constraints. The result… more

Sensitivity of the federal fee for managing spent fuel to financial and logistical variations

Description: Three types of fees for federal spent fuel management service were calculated for a reference case and a number of variations. These fee types are a uniform fee applicable to all customers, a fee for disposal of spent fuel, and a fee for interim storage plus disposal of spent fuel. Results ranged from $124/kg to $256/kg for the uniform fee, $112/kg to $213/kg for the disposal fee, and $144/kg to $319/kg for the storage plus disposal fee. The reference case assumed that spent fuel would first be… more

Identification and prioritization of concerns in coal transportation now through 2000

Description: This review presents the results of analysis used to identify and prioritize perceived potential problems that may hinder the development of coal transportation in the United States during the balance of the century. One objective of this effort is to discriminate serious concerns affecting the overall adequacy of coal transportation systems from issues of lesser significance. The concerns with the highest priority are anticipated to impact coal transportation in the early 1980s. These concerns… more

Economics of water basin storage of spent light water reactor fuel

Description: As part of the International Spent Fuel Storage program, a preliminary Venture Guidance Assessment of the cost was made. The escalated cost of a reference facility with a capacity to receive 2000 MT/y of spent LWR fuel and to store 5000 MT in water-filled pools was converted to $180 million in 1978 dollars for a stand-alone facility. It was estimated that the receiving rate could be increased to 3000 MT/y for an additional $15 million and that increments could be added to the storage capacity f… more

Findings and views concerning the exemption of motor gasoline from the manatory petroleum allocation and price regulations. Supplement to September 1977 report

Description: All of the conclusions presented in the September Report (TID-28102; EAPA 4:2494) remain valid. In summary, it is concluded, as FEA did in the September Report, that motor gasoline is not, and will not be through 1979, in short supply; that competition and market forces are adequate to protect consumers from undue price increases; and that exempting motor gasoline from price and allocation controls will not have an adverse impact on the supply of any oil or refined petroleum product subject to … more

Potential electricity impacts of a 1978 California drought

Description: California has endured severe droughts both in 1976 and 1977. As a consequence, surface-water supplies during 1977 decreased to levels not experienced in the recent history of California. Hydroelectric supplies, which rely on surface runoff, also decreased to record lows raising questions regarding the adequacy of electricity supplies to meet summer peaks during 1977 and 1978. Through 1977 electricity supplies, aided by conservation of electricity by consumers, power pooling, and other measures… more
