We propose to measure the muon anomalous magnetic moment, a{sub {mu}}, to 0.14 ppm-a fourfold improvement over the 0.54 ppm precision obtained in the BNL experiment E821. The muon anomaly is a fundamental quantity and its precise determination will have lasting value. The current measurement was statistics limited, suggesting that greater precision can be obtained in a higher-rate, next-generation experiment.
