Convention for the Protection of Plants : message from the President of the United States transmitting the International Convention for the Protection of New Varieties of Plants of December 2, 1961, as revised at Geneva on November 10, 1972, on October 23, 1978, and on March 19, 1991, and signed by the United States on October 25, 1991

Description: This treaty takes action to control the introduction and spread of pests of plants and plant products. The treaty protects natural as well as cultivated plants, so it has implications for agriculture as well as biodiversity. While the IPPC's primary focus is on plants and plant products moving in international trade, the convention also covers research materials, biological control organisms, and anything else that can act as a vector for the spread of plant pests including containers, soil… more

The Brady Handgun Control Act: Constitutional Issues

Description: The Brady Handgun Control Act established a five-day waiting period for handgun purchases, during which local law enforcement can make reasonable efforts to conduct background checks in available records and block and sales to convicted felons and other disqualified persons. This report reviews the background of federal gun control legislation, analyzes the conflict in the courts over the constitutionality under the Tenth Amendment of the duties placed on local law enforcement, and considers th… more

Engineering task plan for flammable gas atmosphere mobile color video camera systems

Description: This Engineering Task Plan (ETP) describes the design, fabrication, assembly, and testing of the mobile video camera systems. The color video camera systems will be used to observe and record the activities within the vapor space of a tank on a limited exposure basis. The units will be fully mobile and designed for operation in the single-shell flammable gas producing tanks. The objective of this tank is to provide two mobile camera systems for use in flammable gas producing single-shell tanks … more

Permitting plan for project W-236B, initial pretreatment module

Description: The Tank Waste Remediation System pretreatment process mission is to separate high-level and low-level waste fractions. A comprehensive review of environmental regulations has indicated that several environmental reviews, permits, and approvals are required before construction and operation of the facility. This revised document provides a summary of permit application data requirements, alternative strategies for permit completion and approval, as well as the probability of success for each al… more

FFTF Plant transition mission analysis report

Description: FFTF (Fast Flux Test Facility) is a 400-MW(t) sodium-cooled, fast flux test reactor at Hanford, designed to test fuels and materials for advanced nuclear power plants; it has no capability for generating electric power. Since a long-term mission could not be found for FFTF, it was placed in standby, and a recommendation was made that it be shut down. Purpose of the FFTF Transition Project is to prepare it for Decontamination and Decommissioning; this will be accomplished by establishing a passi… more

Terminal ballistic experiments for the development of turbine engine blade containment technology

Description: The ballistic experiments reported herein were conducted in three sets between October 1993 and November 1994. The first set of experiments examined the ballistic failure of annealed titanium plates. These experiments were performed in a manner consistent with earlier experiments conducted at United Technologies` Pratt and Whitney Division. The second set of experiments examined the ballistic performance of select aluminum and titanium alloys in single-plate and laminate form. In both sets of e… more

Estimation of contaminant transport in groundwater beneath radioactive waste disposal facilities

Description: Performance assessments are required for low-level radioactive waste disposal facilities to demonstrate compliance with the performance objectives, consider human exposures from water, air, and inadvertent intruder pathways. Among these, the groundwater pathway analysis usually involves complex numerical simulations with results which are often difficult to verify and interpret. This paper presents a technique to identify and simplify the essential parts of the groundwater analysis. The transpo… more

Simplified modeling of the EBR-II control rods

Description: Simplified models of EBR-II control and safety rods have been developed for core modeling under various operational and shutdown conditions. A parametric study was performed on normal worth, high worth, and safety rod type control rods. A summary of worth changes due to individual modeling approximations is tabulated. Worth effects due to structural modeling simplification are negligible. Fuel region homogenization and burnup compression contributes more than any other factor. Reference case C/… more

Evaluation of the {sup 4}I{sub 11/2} terminal level lifetime for several neodymium-doped laser crystals and glasses

Description: All models of lasing action require knowledge of the physical parameters involved, of which many can be measured or estimated. The value of the terminal level lifetime is an important parameter in modeling many high power laser systems since the terminal level lifetime can have a substantial impact on the extraction efficiency of the system. However, the values of the terminal level lifetimes for a number of important laser materials such as ND:YAG and ND:YLF are not well known. The terminal le… more

Third quarterly report for TRP Flip Chip Attach

Description: This report contains two separate reports for the Flip Chip Attach project. The first report is Yorktown`s report as per their deliverable 1.6 on the rheological properties of the material. Since the paste dispensing process is preformed at shear rates above 100/s and in the low Reynolds`s number, i.e., creeping flow regime, the authors have designed viscometry measurements to simulate the response under these conditions. The study determines simple parameters and criteria to obtain paste prope… more

Scalar wave diffraction from a circular aperture

Description: The scalar wave theory is used to evaluate the expected diffraction patterns from a circular aperture. The standard far-field Kirchhoff approximation is compared to the exact result expressed in terms of oblate spheroidal harmonics. Deviations from an expanding spherical wave are calculated for circular aperture radius and the incident beam wavelength using suggested values for a recently proposed point diffractin interferometer. The Kirchhoff approximation is increasingly reliable in the far-f… more

Robotic weld overlay coatings for erosion control. Quarterly technical progress report, January 1995--March 1995

Description: Research is presently being conducted to develop a criteria for selecting weld overlay coatings for erosion mitigation in Circulated Fluidized Beds. During the last two quarters tensile tests were performed at 400{degrees}C for the Ultimet, Inconel-625, 316L SS, C-22, and Stellite-6 wrought alloys. Also, the erosion tests for these materials at 400{degrees}C were completed. The results of mechanical and erosion tests are used to correlate mechanical properties of selected wrought alloys such as… more
