Internal Controls: Federal Disbursement Controls Can Be Strengthened

Description: Correspondence issued by the General Accounting Office with an abstract that begins "GAO tested certain internal controls over federal disbursements processed by the Department of the Treasury's Financial Management Service (FMS) in fiscal year 2000. With some exceptions, FMS makes disbursements for all federal agencies through its Regional Financial Centers and Debt Management Operations Center. For fiscal year 2000, FMS reported processing approximately 890 million disbursements totaling more… more

Impact ionization in GaAs: A screened exchange density-functional approach

Description: Results are presented of a fully ab initio calculation of impact ionization rates in GaAs within the density functional theory framework, using a screened-exchange formalism and the highly precise all-electron full-potential linearized augmented plane wave method. The calculated impact ionization rates show a marked orientation dependence in k space, indicating the strong restrictions imposed by the conservation of energy and momentum. This anisotropy diminishes as the impacting electron energy… more

Accounting Data to Web Interface Using PERL

Description: This document will explain the process to create a web interface for the accounting information generated by the High Performance Storage Systems (HPSS) accounting report feature. The accounting report contains useful data but it is not easily accessed in a meaningful way. The accounting report is the only way to see summarized storage usage information. The first step is to take the accounting data, make it meaningful and store the modified data in persistent databases. The second step is to g… more

Medicare: Selected Prescription Drug Proposals in the 107th Congress

Description: Medicare, the nationwide health insurance program for the aged and disabled, does not cover most outpatient prescription drugs. On several occasions, the Congress has considered providing coverage for at least a portion of beneficiaries’ drug costs. The issue received renewed attention in the 106th Congress. However, there was no consensus on how the coverage should be structured. This report provides a side-by-side comparison of bills introduced in the 107th Congress that have received the mos… more

Information Security: Weaknesses Place Commerce Data and Operations at Serious Risk

Description: A letter report issued by the General Accounting Office with an abstract that begins "The Department of Commerce generates and disseminates important economic information that is of great interest to U.S. businesses, policymakers, and researchers. The dramatic rise in the number and sophistication of cyberattacks on federal information systems is of growing concern. This report provides a general summary of the computer security weaknesses in the unclassified information systems of seven Commer… more

Investigations on 10-Hz sub-Joule fs-Laser Pumped Neon- and Nickel-Like X-Ray Lasers

Description: Experimental investigations on the conditions to achieve transient gain in neon-like Ti and nickel-like molybdenum XUV laser pumped by a 10-HZ sub-Joule femtosecond laser are presented. The 4d-4p (J = 0-1) {lambda} = 18.9 nm and 4f-4d (J = 1-11) {lambda} = 22.6 nm lines in Ni-like Mo as well as the 3p-3s (J = 0-1) {lambda} = 32.6 nm line in neon-like titanium have been observed. The Ni-like laser lines show a threshold behavior with respect to the pump irradiance as they appear only above 10{su… more

Theorectical Studies of Excitation in Low-Energy Electron-Polyatomic Molecule Collisions

Description: This paper focuses on the channeling of energy from electronic to nuclear degrees of freedom in electron-polyatomic molecule collisions. We examine the feasibility of attacking the full scattering problem, both the fixed-nuclei electronic problem and the post-collision nuclear dynamics, entirely from first principles. The electron-CO{sub 2} system is presented as an example. We study resonant vibrational excitation, showing how a6 initio, fixed-nuclei electronic cross sections can provide the n… more

Energy Policy: Setting the Stage for the Current Debate

Description: The Bush Administration issued its plan for a national energy policy on May 16, 2001. Comprehensive energy legislation was introduced in the Senate by both parties by late March (S. 388, S. 389, S. 596, S. 597). Bills reported by several House committees (H.R. 2436, H.R. 2460, H.R. 2511, and H.R. 2587) were combined in a single bill, H.R. 4, passed by the House, August 1, 2001. The bill includes provisions that would require a reduction in light-duty truck and SUV fuel consumption, and would op… more

Decommissioning the Brookhaven National Laboratory Building 830 Gamma Irradiation Facility.

Description: The Building 830 Gamma Irradiation Facility (GIF) at Brookhaven National Laboratory (BNL) was decommissioned because its design was not in compliance with current hazardous tank standards and its cobalt-60 sources were approaching the end of their useful life. The facility contained 354 stainless steel encapsulated cobalt-60 sources in a pool, which provided shielding. Total cobalt-60 inventory amounted to 24,000 Curies when the sources were shipped for disposal. The decommissioning project inc… more

Heat Transfer Characteristics of Mark 15 Slugs for Different Bonding Conditions

Description: A numerical heat transfer model based on the HEATING53 conduction code was developed to analyze poor bonding around the endcap of the outer Mark 15 slug. An analytical model could not be developed because of non-uniform heat generation in the core and the arrangement of the various materials in the cylindrical geometry. Results for air gaps are also included; however, they are not considered reasonable poor bond cases because the 300 area inspection tests can detect slugs with air gaps. This re… more
