The Au Pair Program

Description: Legislation passed late in the 103rd Congress granted the U.S. Information Agency (USIA) authority to design and implement more rigorous rules regulating the au pair program. In 1997, the au pair program received considerable media attention as a result of the Louise Woodward court case regarding possible involvement of an au pair in the death of a child in Massachusetts. The U.S. Information Agency amended existing federal regulations for the au pair program in September 1997 to underscore theā€¦ more

The "Son of Sam" Case: Legislative Implications

Description: In Simon & Schuster, Inc. v. Members of the new York State Crime Victims Board, the U.S. Supreme Court held that New York State's "Son of Sam" law was inconsistent with the First Amendment's guarantee of freedom of speech and press. This report examines the Supreme Court decision and then considers whether its rationale renders the federal law unconstitutional. Concluding that it likely does, the report considers whether it would be possible to enact a constitutional Son-of-Sam statute. Finallyā€¦ more

1997 toxic chemical release inventory -- Emergency Planning and Community Right-To-Know Act, Section 313

Description: Two listed toxic chemicals were used at the Hanford Site above established activity thresholds: phosphoric acid and chlorine. Because total combined quantities of chlorine released, disposed, treated, recovered through recycle operations, co-combusted for energy recovery, and transferred to off-site locations for the purpose of recycle, energy recovery, treatment, and/or disposal, amounted to less than 500 pounds, the Hanford Site qualified for the alternate one million pound threshold for chloā€¦ more

National Environmental Policy Act source guide for the Hanford Site

Description: This Source Guide will assist those working with the National Environmental Policy Act (NEPA) of 1969 to become more familiar with the environmental assessments (EA) and environmental impact statements (EIS) that apply to specific activities and facilities on the Hanford Site. This document should help answer questions concerning NEPA coverage, history, processes, and the status of many of the buildings and units on and related to the Hanford Site. This document summarizes relevant EAs and EISsā€¦ more

Accelerating cleanup: Paths to closure

Description: This document was previously referred to as the Draft 2006 Plan. As part of the DOE`s national strategy, the Richland Operations Office`s Paths to Closure summarizes an integrated path forward for environmental cleanup at the Hanford Site. The Hanford Site underwent a concerted effort between 1994 and 1996 to accelerate the cleanup of the Site. These efforts are reflected in the current Site Baseline. This document describes the current Site Baseline and suggests strategies for further improvemā€¦ more

105-K Basin material design basis feed description for spent nuclear fuel project facilities. Volume 2: Sludge

Description: Volume 2 provides the design feed compositions for the baseline K East and K West Basin sludge process streams expected to be generated during Spent Nuclear Fuel (SNF) Project activities. Four types of feeds are required to support evaluation of specific facility and process considerations during the development of new facilities and processes. These four design feeds provide nominal and bounding conditions for design evaluations. Volume 2 includes definition of inventories for: (1) KE and KW Bā€¦ more

Hanford science and technology needs statements, 1999

Description: In the aftermath of the Cold War, the US has begun addressing the environmental consequences of five decades of nuclear weapons production. In November 1989, DOE established the Office of Environmental Restoration and Waste Management (EM) as the central authority for cleaning up the DOE weapons complex legacy of pollution, for preventing further environmental contamination, and for instituting responsible environmental management. While performing its tasks, EM found that many aspects of its lā€¦ more

Thermal Analysis of a D0 H-Disk Wedge

Description: Each H-Disk ring assembly is comprised of 24 wedge assemblies. Figures 1-1 and 1-2 show the wedge mechanical layout. Each wedge consists of sets of two single-sided silicon detectors (referred to as inner and outer detectors, corresponding to their radial positioning) as provided by Moscow State University. Since these detectors are single sided, two mated inner/outer sets are arranged back-to-back such that they effectively become a double-sided detector with a 15{sup o} angle between the striā€¦ more

Reciprocal interactions between Beta1-integrin and epidermal growth factor in three-dimensional basement membrane breast cultures: A different perspective in epithelial biology

Description: Anchorage and growth factor independence are cardinal features of the transformed phenotype. Although it is logical that the two pathways must be coregulated in normal tissues to maintain homeostasis, this has not been demonstrated directly. We showed previously that down-modulation of {beta}1-integrin signaling reverted the malignant behavior of a human breast tumor cell line (T4-2) derived from phenotypically normal cells (HMT-3522) and led to growth arrest in a threedimensional (3D) basementā€¦ more

Tank Z-361 dose rate calculations

Description: Neutron and gamma ray dose rates were calculated above and around the 6-inch riser of tank Z-361 located at the Plutonium Finishing Plant. Dose rates were also determined off of one side of the tank. The largest dose rate 0.029 mrem/h was a gamma ray dose and occurred 76.2 cm (30 in.) directly above the open riser. All other dose rates were negligible. The ANSI/ANS 1991 flux to dose conversion factor for neutrons and photons were used in this analysis. Dose rates are reported in units of mrem/hā€¦ more
