Description: Abstract: Sacramento County expected to begin operation of the Sacramento Regional Wastewater Treatment Plant in 1982. The California State Water Resources Control Board has ruled that the plant will not be allowed to release effluent into the Sacramento River when flow in the river is 4,000 cubic feet per second or less.
