Funding Plant and Animal Health Emergencies: Transfers from the Commodity Credit Corporation

Description: This report examines the Secretary of Agriculture's authority to transfer funds from the Commodity Credit Corporation (CCC) to the Animal and Plant Health Inspection Service (APHIS) for emergency control programs.
