in its televison deregulation Report and Order eliminating formal
ascertainment requirements for commercial TV licensees. Formal
ascertainment is not statutorily compelled and is no longer a
necessary or appropriate device to assure programming in the public
interest.

sole "general" partner (10% equity owner). There was no evidence of

career" in broadcasting and minority group members (including
"general" partner) owned 60% of applicant's total equity. Board
withholds affirmation of 50% "integration" credit to loser --who
had impermissibly amended on "B" cut-off date to add new
"general" partner and thereby effect a transfer of voting control,
and withdrawn that amendment and re-amended to specify a 33-1/3%
transfer --because applicant's intentions as to its "integration"
proposal remained unclear and nonspecific. Resulting substantial
"integration" preference outweighed I.D. - awarded slight-to-
moderate comparative coverage preference.
