ALJ to ascertain whether applicant "losing" transmitter site can
show good cause for amendment by showing that it ever had
reasonable assurance of the availability of the original site. Since
case is being remanded, the Board also raised questions for inquiry
concerning whether the other two applicants' integration proposals
should be credited.
