ACKNOWLEDGEMENTS
First and most, I would like to thank God for allowing me to pursue a Ph.D. degree at the
University of North Texas (UNT). I have been able to complete this long journey with His
unconditional love and detailed plans. Whenever I was unsure about my ability and the future,
He raised me up and comforted me. My completion of the doctoral program is the evidence
itself of His plan and support.
I am very thankful to my dissertation committee: Drs. Hee Soun Jang, Lisa A. Dicke, and
Simon A. Andrew. Their insightful comments and ideas helped improve my dissertation, and
they have always encouraged and supported me to move forward. I appreciate Dr. Dicke for her
constant encouragement and thoughtful wisdom. I am grateful to Dr. Andrew for his direct and
clear comments and often treating me like a younger brother with a genuine heart. I am
incredibly thankful for Dr. Jang, who has challenged and inspired me beyond my limitations. She
has always supported me in everything since I started this program, and she endured and
waited for my mistakes and shortcomings. I also would like to express my gratitude to other
faculty members of the Department of Public Administration at UNT.
As a good friend and a considerate mentor, I am especially thankful for the support of
Drs. Jesus Valero, Jung Wook Kim, and KyungWoo Kim. They always generously shared what
they had and drew together about the future blueprints with encouragement. I also appreciate
Taekbin Kim, the four-year housemate, for being a great companion. I would not forget and
appreciate the support and encouragement of Dr. Kyujin Jung, whereas I cannot meet him
anymore.
Lastly, I would like to dedicate this dissertation to my family. I am indebted to my father, iii
