MEMORANDUM OPINION AND ORDER
(Adopted: June 13, 1957)

FROM VOTING; COMMISSIONER CRAVEN NOT PARTICIPATING.
1. The Commission has before it for consideration a petition filed
by KRNT-TV Co., Des Moines, Iowa, on April 1, 1957, requesting
rehearing of the report and order released in the above-entitled pro-
ceeding on March 1, 1957 (FCC 57-182), wherein we amended the
television table of assignments, inter alia, by deleting channel 8 from
Peoria, Ill., and by assigning it to Davenport, Iowa-Rock Island-
Moline, Ill., insofar as it assigns channel 8 to these three cities.
Oppositions to the petition were filed by Hilltop Broadcasting Co.,
Peoria, Ill.; American Broadcasting Co., and by Illiway Television,
Inc., and Tele-Views News Co., prospective applicants for chan-
nel 8 in the Davenport-Rock Island-Moline area, on April 8, 1957.
KRNT-TV Co. filed a reply to these oppositions on April 12, 1957.
2. By our action in the report and order in question, deintermixture
in the Peoria area was effected by deleting the sole VHF assignment,
channel 8, and shifting it to the Davenport-Rock Island-Moline area
where two VHF channels, upon which stations were already operating,
were assigned. In the rulemaking proceeding, KRNT-TV Co., licen-
see of station KRNT-TV on channel 8 in Des Moines, opposed the
assignment of channel 8 to Rock Island on the grounds that it would
result in destructive interference to substantial portions of its service
area; would freeze its transmitter site at its present location, and
would prevent it from moving to a more desirable location to the east
and south of Des Moines where additional antenna height could be
obtained. The Commission found these contentions to be without
merit since we found that the assignment of channel 8 to the Rock
Island area met all the requirements of the rules and standards, and
section 3.612 of the rules expressly states that television stations are
not protected from any interference which may be caused by the grant
of a new station in accordance with the allocation standards. We
emphasized in our decision "that the nature and extent of the prd-
