be a net decrease in interference from WKPA to other stations in an
area of 96 square miles, affecting 5,186 persons, and a net gain to
WKPA of 832,354 persons, in an area of 830 square miles, who will
receive the new service. While the area of WKPA interference to
WWVA would be increased somewhat, it would still be relatively
small. This interference area is much closer to New Kensington than
to Wheeling, and would continue to receive service from WKPA as
well as numerous other stations. The residents of this interference
area have not used WWVA as a local radio outlet, and WWVA has
not broadcast programs which were designed specifically for those
residents. The evidence herein does not show that the WWVA pro-
graming would meet the needs and desires of the interference area to
any greater extent than the programing of WKPA, or that the loss
of the WWVA programing service to this area would adversely affect
the public interest. A grant of this application would enable WKPA
to increase its primary service area substantially, and WKPA pro-
poses a well-balanced program service which would serve the needs
of the areas and populations which it would gain. Thus, as a result
of a grant, a substantial population would receive a new service, and
the population which would lose the service of WWVA would suffer
no serious detriment. We think it is abundantly clear that the need
for the service proposed outweighs the need for the service which
will be lost by reason of the increased interference to WWVA:
7. As we have noted in our findings of fact, WWVA has excepted
to the acceptance in the initial decision herein of the method of count-
ing population which was used by WKPA. For the reasons which
are enunciated in our findings of fact, we conclude that the method
of computing populations which WKPA has used herein is to be pre-
ferred over the method used by WWVA and that the latter's excep-
tions must be denied. However, even if WWVA's method were
accepted, the resulting change in population figures would not require
a change in our decision, for those figures, which are set out in our
findings, also show (as do WKPA's figures) that WKPA's proposed
operation would result in a more efficient use of the radio frequencies
here involved, and that WKPA's proposed operation would cause
interference to less than 1 percent of the population with WWVA's
service area.
8. On the basis of the entire record of this proceeding, and of our
findings of fact and conclusions herein, we conclude that the need for
the proposed service of WKPA outweighs the need for the service of
WWVA which would be lost by reason of interference from WKPA's
proposed operation, and that the public interest, convenience and ne-
cessity would be served by the grant of the subject application of
Allegheny-Kiski Broadcasting Co.
Accordingly, It is ordered, This 3d day of July 1957, that the ap-
plication of Allegheny-Kiski Broadcasting Co. for a construction
permit to increase the power of station WKPA to 1 kw., and to install
a directional antenna, with operation on 1150 kc., daytime only, at
New Kensington, Pa., Is granted subject to the following condition:
That the proposed antenna shall be painted and lighted in accordance
with paragraphs 1, 3, 11, 21, and 22 of FCC Form 715.
