the point we have made so frequently before, that in the absence of a
showing of lack of balance, mere quantitative superiority on one type
or another, or, mere superiority in the number of local live programs,
provide no basis for preference. Quantity may be of importance, but
only when it is demonstrated that the divergent interests and needs
of the area are better served thereby.
42. Each of the applicants proposes to telecast local live entertain-
ment programs. There is more variety in the KIRO and KXA pro-
posals than in the KVI schedule, and the greater variety reflects an
effort on the part of both KXA and KIRO to better serve the local
interests of the community. In this respect a slight preference is
warranted. The basis for this preference is made apparent when it
is noted that KVI will limit its local entertainment programs to a
weekly amateur talent show and a daily (except Sunday) audience-
participation program for children.
43. There is no basis for a preference as to religious programs.
None of the applicants proposes to telecast Sunday church services,
and the other programs proposed by each have equal merit.
44. Each of the applicants plans a daily (Monday through Friday)
quarter-hour agriculture program, covering various subjects of inter-
est to farmers and growers. KIRO and KXA also propose a weekly
half-hour program emphasizing youth activities in the agricultural
field. These programs have merit and entitle KIRO and KXA to a
slight preference over KVI in view of the more varied interests
served.
45. The educational program schedules reveal somewhat different
interpretations of the subjects which may be included in this category.
The most prominent feature in KIRO's proposal is its Monday
through Friday half-hour school program, which is to be produced
in cooperation with the public schools, and which will be designed for
broadcast at a time convenient for inschool listening. Its other local
live educational program will deal with labor problems, community
development, and dramatics, and will be telecast in cooperation with
the University of Washington. KXA's programs of an educational
type are not equivalent. There is considerable variety in the pro-
grams scheduled by KVI, hobbies, music, medical research, science,
and adult education, will each be the subjects of once weekly programs
of 15-minute or half-hour duration. A school news and forum pro-
gram and a foreign student interview program will also constitute a
regular part of the educational schedule of this station. We believe
that the facts justify the conclusion that both KIRO and KVI are
entitled to a slight preference over KXA in this area of comparison,
but that as between them there is no sufficient basis for a choice.
46. Each of the applicants intends to telecast locally originating
news programs, thus providing a means of bringing matters of local
interest to the public's attention. In KIRO's case this will be done
on 2 daily (except Sunday) 15-minute evening news programs; KXA
plans to have one locally originating 15-minute news program daily
and will telecast a weekly summary of local news and feature stories;
every day except Friday, KVI will carry two 15-minute news pro-
grams locally originating, at other times newscasts of shorter dura-
