some doubt as to the correctness of the balance of its showing. While
without question the diligence of its opponents determined most or
all misclassifications present, such doubt persists. There must be
added to this the further fact that the showing of KXA as to station
KPIX does, to some degree, offset the less favorable showing of
station KXA.
Planning and preparation
36. In the preparation of their program schedules, with particular
reference to local programs, each of the applicants has sought, through
contacts with various groups and organizations and through their
own experience in the field, to take into account the various needs
and interests of the persons residing in the Seattle area. An officer
of KIRO prepared a population data study from which the economic
and cultural characteristics of the area could be determined. Those
persons, groups, and organizations contacted by each applicant indi-
cated their willingness to cooperate in the preparation and produc-
tion of programs. Both KIRO and KVI used the information
obtained through contacts in the preparation of specific programs.
KXA, instead of submitting plans for specific programs, relied on
the general outlines of programs which would be susceptible of change.
We can find no valid basis for awarding a preference to any applicant
in this area of comparison. Such differences as exist are not of de-
cisional importance. KIRO based a point of reliance upon its alleged
superior efforts to ascertain the need for and availability of program
material in the community. While, as indicated, its efforts have,
in some respects, been more detailed than those of the other applicants,
we have been unable to find in the record facts any sound justification
for the award of a preference point.
Policies
37. All of the applicants intend to adhere to the provisions of the
television code of the National Association of Radio and Television
Broadcasters, and all three state that they will make time available
for the discussion of various viewpoints on public and controversial
issues. KIRO plans a policy committee, consisting of several of its
officers to formulate program policy, and KXA intends to use a citi-
zens advisory committee for guidance in the selection of controversial
issues. No comparable arrangements have been made by KVI.
KIRO intends to editorialize on public issues of significance to the
area, a practice which has been followed in its AM operation. Efforts
will be made to obtain the expression of views by those of different
persuasions. KXA asserted superior program policies as one of its
points of reliance, but we are unable to conclude either that it or any of
the applicants is entitled to a preference in this category. While
KXA's citizens advisory committee may be useful, it will be used for
guidance purposes with the decision being made by management.
KIRO's policy of editorializing does not entitle it to a preference here,
neither is it basis for a demerit in view of the circumstances under
which opportunity for opposing viewpoints is afforded.
