record planned to join her husband, an Army major, in Europe for
an indefinite period. During her absence her place on the board of
directors would be filled by Mr. Hedlund, nonstockholder, a resident
who has lived in Seattle for a substantial time. This applicant
therefore is completely local resident.
8. In summary the three applicants present very strong residential
showings. All three have licensed AM stations operating in the area.
Although the percentage of residential stock showings differ some-
what as among the applicants, the strength of each from this stand-
point is such that very little basis is seen for preferring one over
another. When, however, consideration is given to the fact that Mr.
Wesley Dunim, an important principal of KXA, is a nonresident, a
slight preference is awarded the other two applicants on this factor.
Civic participation
9. Queen City's civic activities showing is an active one insofar as
its small stockholders are concerned, and in this connection three of
such stockholders who are also trustees, Messrs. King, Horowitz, and
Karr, have impressive records. The chief stockholder of Queen City,
Mr. Haas, has been moderately active; Mr. Hardgrove, small stock-
holder and chairman of the board, less so.
10. Almost without exception, as the findings indicate, the resident
stockholders of KXA, Inc., have been individually active in Seattle
civic affairs, and in the aggregate make an unusually good showing
with respect to civic participation. In the aggregate also, as has been
previously noted, this Seattle group represents a preponderance of
the stock directorships and offices of the applicant. Mr. Wesley
Dumm, president, director and 16 percent stockholder, is a nonresi-
dent who has worked rather extensively in an advisory capacity in
government, particularly in the field of communications.
11. Puget Sound as has been seen essentially consists of the 3 re-
lated principals. Mrs. Irwin, president, director, and 19 percent
stockholder, has been active in the Red Cross and Community Chest,
and her sister, Mrs. Butler, treasurer, director, and 19 percent stock-
holder, has been quite active in various community affairs. The civic
activities of Mrs. Doernbecher, vice president, secretary, director, and
62 percent stockholder, have been limited in scope. Mr. Hedlund,
who is not a stockholder and who would substitute as a director for
Mrs. Butler during her absence in Europe, has demonstrated strong
interest in civic affairs. In comparing the three applicants on the
factor of civic participation, the showing of KXA is superior to the
other two both from the standpoint of stockholdings and officerships
and directorships widely represented in civic activities and the quality
of the individual showings made. No distinction is made as between
Queen City and Puget Sound.
Diversification of occupations
12. The st ockholders, officers, and directors of Queen City repre-
sent the professions and occupations of investment banker, news-
