the headline, "US Capital Abroad Breeding More War." Haas testi-
fied that he did not write the headline for the article, which appeared
in the Seattle Union Record for April 30, 1923.27 Haas testified that
he acquiesced in the policy which Mr. Ault sought to express, of giving
expression to a wide range of viewpoints; "and you will find that
from the right to the left * * *." that he assumed responsibility for
articles which appeared in the news section of the Record following
its acquisition by American Free Press; that he never contributed to
the editorial page; that the Record at times used terms of opprobrium
with reference to labor opposition; and that the Record included Anna
Louise Strong, Scott Nearing, and Robert Whitaker among its con-
tributors.28 Haas further testified that his overall recollection was
that the Record did not advocate discord for discord's sake between
capital and labor; that the Record did denounce imperialism of all
sorts; that there must have been specific editorials characterizing
public leaders as Red baiters; and that, although there may have been
editorials published stating approval of collective ownership of in-
dustry, this was not the official viewpoint of the Record.
106. The Record was published daily, except Sunday, and included
a daily sports page, a church page, and a women's page. It also
published limited financial news, had a theater section, and, although
it had no definable real estate section, did attempt to provide some
real estate coverage.
107. Haas was unable to reconstruct precisely the history of his
employment between 1921 and 1925. His testimony on cross-
examination with respect to this and other matters involved in KVI's
offer of proof was frequently characterized by such qualifications as
"I can't tell you precisely"; "-that is my recollection after 35 years";
and "It may have had an editorial to that extent, but I don't think
that was policy."
108. No evidence was adduced as to item 5 of the KVI offer of
proof with respect to an editorial allegedly published in the Record
on October 1, 1926.

109. Prior to June 1953, KIRO and KOMO were applicants for
channel 4, and KJR, KXA, and KVI were applicants for channel 7,
all in Seattle, Wash. KIRO and KOMO were negotiating to remove
their conflict by an amendment of one or the other of them to channel
7. On June 2, 1953, while these negotiations were still in progress,
KJR amended to channel 4. KIRO, after receiving notice of the
KJR switch, terminated its negotiations with KOMO and amended
to channel 7. The KIRO amendment was also filed on June 2, 1953.
110. The genesis of the trafficking charge lies in a series of conver-
sations between Mrs. Haas and Mrs. Irwin, which conversations are
