OBITUARIES
OLIVER, JR, ALLEN LAWS
Beloved husband, father, grandfa-
ther and great grandfather passed
away on May 28, 2005, five days after
his ninetieth birthday. Allen was born
on May 23, 1915 in Cape Girardeau,
Missouri to Allen Laws Oliver of Cape
Girardeau and his wife Olivia
Leachman Oliver, formerly of Vir-
ginia. Allen received his B.A. from the
University of Missouri and his M.B.A.
from Harvard Business School.
He was an investment banker/broker with Merrill Lynch,
then Sanders and Co. and finally Oliver Investments. Allen
was a member of Park Cities Presbyterian Church. He was a
member of the New York Stock Exchange and the President
of the National Security Traders Association.
A member of the TXSSAR, he was also a founding mem-
ber of Northwood Country Club, and belonged to Phi Delta
Theta fraternity and Terpsichorean Club and Idlewild Club.
Allen was President of the Highland Park Community League
and Board Chairman of Camp Grady Spruce, which he ac-
tively supported for many years.
Allen loved to play the piano and often entertained his
friends in this manner. In 1936 Allen played as a drummer in
a band on a cruise line to pay his fare to Europe. Allen was
an avid golfer.
STRAMLER, ROBERT W.
Compatriot Stramler died on September 5, 2005. Robert
was an officer in the United States Army and served in the
Pacific. At the time of this retirement, he was a District Land
Nianager for Atlantic Richfield. He was a Past Chapter

Fur several years, the earnings on the Perpetual Member
u ad have not kept up with the cost of dues to the National
ad to chapters. For each member we need $34 (25 National
id $9 to Chapters). The income on our investment fails by
>ur to five thousand dollars to meet this obligation. We are
taking money from General Funds to cover these costs. Thus
the State dues of all members are going to pay Perpetual dues.
No matter what we will meet our ethical and fiduciary obli-
,tion. However, if even half of our Perpetual memberswould voluntarily send in $25 each year, we would be able to meet
our obligation and hopefully after several years through wise invest-
ment, and attrition of Perpetual Members be able to meet our obliga-
tions from the Fund itself. Further, I am going to ask the Perpetual
Fund Trustees and the Board of Managers to suspend new Perpetual
Memberships until we can balance the account.
NEW ROTC MEDALS POLICY
State President Jim Heath has seized the initiative in solving
the funding problem of the R.O.T.C. Program, while also enhanc-
ing the general State SAR Society. You are, no doubt, aware that the
funding for R.O.T.C. medals has been strained. In the past,
chapters have been asked to fund them if at all possible. This has
resulted in a rather inequitable solution to the problem and
beginning immediately, the following procedures will be in effect:
1) The State Society SAR will purchase 200 medals to be distrib-
uted to all chapters participating in the R.O.T.C. Program.
2) All such chapter will be required to purchase, at full cost, one
medal per 25 members.
3) After the initial required purchase, all additional medals will
be supplied at no charge to the chapters.
4) Each chapter participating in the R.O.T.C. Program will issue a
check for the (1 per 25) medals at the November BOM
meeting and pick up all additional medals for that chapter
at that time. A chapter representative MUST be present at
that BOM to accomplish this transaction. NO medals will
be shipped or otherwise released to any chapter.
5) The quantity of medals available to each chapter will be based
on the number of last year's medals presented by that
chapter.
6) A list of all R.O.T.C. schools and their location (city) serviced
by a chapter must be presented at the November BOM
meeting and any additional schools added (to last year's
list) must be approved by the State R.O.T.C. Chairman.
7) Schools not within any SAR chapter's area will NOT be
included in the SAR R.O.T.C. Program.

CHAPTER ANNUAL REPORTS FOR 2005

Chapter Annual Reports for calendar year 2005 are due on Janu-
ary 10, 2006. If Chapter Presidents haven't already started preparing
this report, I encourage you to do so now. Reports for the calendar
year cover chapter activities from January to December 2005.
The report format is the same as last year. Copies of the Annual
Chapter Report and the instructions will be distributed during the
BOM meeting in Abilene, Texas on November 19, 2005. Chapter Presi-
dents or their representatives are asked to pick up these forms and
take them back to your Chapter. If you do not have a chapter mem-
ber attending the BOM, District Vice Presidents will be asked to pick
them up and get them to your Chapter. Every attempt is being made
to get the report and instructions on the TXSSAR web site. So, go to
the web site if you do not get the hard copy of this report.J
