because the environmental impact statement (EXS) prepared
after MRS authorization need not oonsider any alternatives
to the facility design approved by Congress. The EA, there-
fore, is the only doournent in whioh an extensive study and
comparison of alternatives oan be undertaken. DOE should be
required to perform the in-depth analysis of alternative
technologies that is required to insure that the nation’s
best interests are served by authorization of an MRS.
