The State of Democracy in the Arab World
This comparative study assesses the state of democracy and examines the process of democratization in the Arab World between the years 1980-1993. It addresses shortcomings in the mainstream democracy literature that excluded the Arab World from the global democratic revolution on political cultural grounds. To fulfil the objectives of this study, I employ both the qualitative and quantitative research approaches to test a number of hypothesized relationships. I hypothesize that transition to democracy is negatively associated with economic development, militarism, U.S. foreign policy, the political economy of oil, and dependency. I contend that emerging civil society institutions so far have had no significant effect on democratization in the Arab World. Finally, I hypothesize that the level of democracy in the Arab World is influenced greatly by the issue of civil rights. In order to investigate the hypothesized relationships, the following data sets have been used: Gastil's Freedom House Data set, "Repression and Freedom in the 1980s" data set, and Vanhanen's 1990 data set. The findings of this study support the aforementioned hypothesized relationships. I find that Arab countries, in general have made modest progress toward democracy, making the Arab World part of the global revolution.
Geography of Tuberculosis in the Greater Accra Region of Ghana
In Ghana, spatial patterns of TB vary for different regions and variations may occur within the same region. This study examines TB distribution in the Greater Accra Region of Ghana using Geographic Information Systems (GIS). Behavioral, cultural and economic variables associated with TB morbidity are examined. From January 1998 to June 1999, data obtained from the Ghana Ministry of Health revealed that, men had a higher TB rate than women, TB was common among the age groups 20-29 and 30-39, and the average TB rate of 67.7 per 100, 000 population in the Greater Accra Region was higher than the national average (58.6 per 100,000 population). Using the human ecology model, this study attempts to explain the spatial distribution of the disease.
The Relationship between Privatization, Culture, Adoption of International Accounting Standards, and Accounting in Egypt
This study explores how the Egyptian socioeconomic factors impacted the implementation of International Accounting Standards (IASs) in Egypt. Prior research concluded that developing nations have special needs when it comes to accounting and financial reporting and recommended nation-specific analysis. The author adapts Gray's (1988) model, which connects Hofstede's cultural dimensions with accounting practice, to fit the Egyptian environment.
The Empirical Examination of Classified Staff Participation in Decision-Making with Regard to Policy Determination, Administrative Practices and Influence on Working Conditions in Nigerian Universities
The primary purposes of this study were (1) to investigate the current and preferred extent of non-supervisory classified staff employees' participation in university decision-making in Nigeria, as viewed by Nigerian higher level university administrators; (2) to investigate their current level of satisfaction with participation, and (3) to investigate the future trend of their participation in university decision-making. A three-part questionnaire developed by Allen L. Christian at North Texas State University in 1980 was slightly modified and used in this study. The respondents were 19 higher level university administrators at six Nigerian universities. The data were analyzed using frequency, t-test for related samples, one-way analysis of variance and the Scheffe' procedure used to test all possible comparisons among the means of the independent variables.
A Descriptive Study of a Native African Mental Health Problem Known in Zimbabwe as zvirwere zvechivanhu
This is a study conducted in Zimbabwe which compared a group of 50 zvirvere zvechivanhu patients and a group of 50 non-patients in age, sex, marital status, level of education and claims of spirit possession. Claims of spirit possessions and types of spirits, as pointed out by Bennel (1982), were used as symptoms of zvirwere zvechivanhu. The two groups were also compared in symptom dimensions of the SCL-90-R used in the study. The SCL-90-R, developed by Derogatis (1975), is a 90-item symptom check list used to screen people for psychological problems reflected in the nine symptom dimensions of somatization, obsessive/ compulsive, interpersonal sensitivity, depression, anxiety, hostility, phobic anxiety, paranoid ideation, psychoticism and in the three global scores of Global Severity Index, Positive Symptom Distress Index and Positive Symptom Total. The subjects were chosen from two different sites, using a systematic sampling method. Three statistical methods were used to analyze the data. The Chi-square was used to analyze data on descriptive variables. The T-test and 2 x 2 analysis of variance were used to analyze the data on symptom dimensions and global scores. The study had one main hypothesis and nine subhypotheses. The main hypothesis was that zvirwere zvechivanhu patients were significantly different from the non-patients on the overall global scores. The nine subhypotheses stated that the patient and non-patient groups were significantly different in the nine separate symptom dimensions. The study concluded that the zvirwere zvechivanhu patients were significantly different from the non-patients in the overall global scores. In the nine separate symptom dimensions, it was concluded that the two groups were the same in all except the somatization and obsessive/compulsive system dimensions.
A Systematic Analysis and Critical Comparison of the Educational Provision for Students in Nigeria with the Available Educational Opportunity for Handicapped Students
The problem of the study was the inadequate education of handicapped students in Nigeria. The primary purpose of the study was to develop a construct based on the United States models and research on special education, and to compare educational provisions for Nigerian students with the available educational opportunity for handicapped students. In order to achieve the stated objectives of the study, two methodological approaches were utilized: (1) Likert scale for opinion questionnaires, and (2) personal interviews. Both of these instruments included demographic information about the participants. The questionnaire was categorized into three areas (differences between educational opportunities for non-handicapped and handicapped students, formal learning opportunities for handicapped Nigerian students, and factors for being attentive or not being attentive to special education). The interview instrument focused on special education constraints, responsibility for special education provision, and improvement in education for the handicapped. Based on the findings of the study, the following conclusions were reached. 1. Handicapped Nigerian students do not have equal educational opportunities, as compared to non-handicapped students. Therefore, equal instructional opportunities should be provided for handicapped and non-handicapped students. 2. The federal and state governments of Nigeria should be financially responsible for special education. Therefore, the administration of special education must be taken over from private organizations. 3. Lack of funds, personnel and specialists, equipment, and adequate facilities hinders education for the handicapped in Nigeria. In order to improve education for the handicapped, therefore, the following provisions should be made: (1) build more schools, (2) train more specialists, (3) make funds available for special education, (4) provide more facilities and equipment, (5) intensify efforts in early detection of handicaps in children, and (6) educate parents on the importance of special education.
A Quasi-Experimental Study of Behavior in the Professional Negotiation Process: An Analysis of the Nigerian Setting
The problem investigated by this study was that of understanding types of behaviors exhibited by participants in negotiations processes and impact of behaviors on collective bargaining in Nigeria. The study's three purposes were to describe the nature and extent of interpersonal conflict that occurs in collective bargaining, to determine the consequences that stem from such conflict, and to suggest the behaviors and performances during the face-to-face negotiations that should exist to enhance labor-management relations in Nigerian public education. This study examined behavior in negotiations by using simulation, i.e., a quasiexperimental method. Four outcomes of negotiations--time required to reach agreement, terms of agreements, verbal behavior exhibited during negotiations, and satisfaction derived by negotiators in negotiations—were examined.
An Historical Review of Higher Education in Kenya Since 1975, with an Emphasis on Curriculum Development
This study focuses on the history of higher education in Kenya since 1975, with an emphasis on curriculum development. The main purposes of the study were (1) to describe the historical events of higher education in Kenya since 1975, and (2) to analyze the present system of higher education in the country. The study attempted to answer questions related to higher education in Kenya. The questions investigated were (1) how had the characteristics of higher education curriculum changed since 1975?; (2) in what ways had the purposes of higher education in Kenya changed since 1975?; (3) to what extent have these purposes been achieved? why or why not?; and (4) which events since 1975 had a major impact on higher education in Kenya? The major analysis of the study is historical and gives an explanation of the history of the development of higher education in the colonial days in Kenya, briefly discussing the period 1963-75. The analysis of Kenyan institutions of higher education covers the development of Kenyan higher education since 1975. The discussion consists of basic facts of Kenyan higher education. Data from primary and secondary sources were analyzed and studied. Documents were chronologically and topically reviewed. Chapter I of the study is the introduction. The history of higher education is in Chapter II. Chapter III discusses the impact of Western education in Kenya. Chapter IV deals with development, politics, and Kenyan higher education. Chapter V contains the summary, a discussion, and conclusions based on the facts presented in Chapters I through IV. Since 1975, higher education in Kenya has emphasized vocational and technical education, African culture, natural sciences, and rural development.
The Development and Contributions of the Department of Adult Education, University of Ibadan, Nigeria, to Adult Education in Nigeria: 1945- 1980
This study examined the historical development of the University of Ibadan in Nigeria and its contributions to adult education both in Nigeria and in other African nations. This was aimed at providing up-to-date insight into the department's contributions to the development of adult education in Nigeria and in other African nations. Specifically, this study examined the department's founders and their goals, the department's management structure, its relationship with other adult education agencies in Nigeria and in Africa, its programs and services, and the participants in these. This study reveals that the department's founders were both British and Nigerian politicians, educators, and humanitarians. They were concerned with eradicating illiteracy, preparing adults for democratic roles, and improving the economic well-being of these adults. The department does not have a consistent pattern of management. The selection of its leadership is usually based on seniority and academic merits. The department initially relied on donations and on the revenues from the local, state, and federal governments of Nigeria to operate. It now relies on those from the profit from its services to the public and on those from Nigeria's state and federal governments. The department interacts with other departments of the university and with other adult education agencies in Nigeria to formulate, develop, direct, and provide adult education programs and services to all segments of the Nigerian population. Its contributions to other African nations are limited to the conferences and seminars it hosts, and in many cases, directs on their behalf.
The Applicability of Western Urban Theories to African Cities: A Case Study of Lagos, Nigeria
The purpose of this study is to determine the applicability of western urban theories to African cities, especially to Lagos, Nigeria. The study surveys urban land use patterns, migration and migrants' adjustment in cities, social relationships in cities, and urban stratification. The investigation's thesis is that western urban theories in these four areas of urban ecology may not be entirely applicable to the study of African cities. Theories of land use patterns are discussed from the classical and the cultural, or voluntaristic, viewpoints; and the other three areas are examined from the perspective of broad western urban theories.
Work Motivation and Perceptions of Academic Organizational Climate: A Nigerian Study
The problem with which this study is concerned is to determine the relationship between the motivations to work for Nigerian lecturers and their perceptions of their academic organizational climate. The related purposes of the study are to determine the motivations to work for Nigerian lecturers, their perceptions of the academic organizational climate in which they work, and the relationships that exist between motivations and type of organizational climate.
International Political Economy of External Economic Dependence and Foreign Investment Policy Outputs as a Component of National Development Strategy: Nigeria 1954-1980
This study examined the effects and expectations of external economic dependence on foreign investment policy outputs with particular reference to the Nigerian experience between 1954 and 1980. Three basic kinds of external economic dependence were studied: foreign investment, the penetration of the Nigerian economy by foreign capital through the agency of the multinational corporations (MNCs); foreign trade, a measure of the Nigerian economy's participation in the world market; and foreign aid (loans and grants), a measure of Nigeria's reliance on financial assistance from governments and international financial inst itutions. For the most part, the level of Nigeria's economic dependence was very high. However, economic dependency is not translated into changes in foreign investment policy in favor of the foreign investors in Nigeria as is predicted by the dependency paradigm. The Nigerian case casts doubt on the dependency paradigm as a framework for fully explaining factors that may determine foreign direct investment policy changes that occur in a less developed Third World country. In other words, the dependency paradigm has a limited explanatory power; there is a factor independent of the economic factor operating out of the control of global capitalism (the center of the center in alliance with the center of the periphery); and that factor is the political process in Nigeria. The web of the Nigerian political process involves the various aspects of its internal functioning such as the manner in which needs, interests and demands are conveyed from the individuals and groups in the country to those performing state duties. Thus, Nigerian policy makers were more influenced by those elements than pure economic considerations treated in isolation.
The Development of a Model Plan for Evaluating Higher Education Planning in Nigeria
The purpose of this study was to develop a standard instrument for determining the basic elements to be contained in a state of national long-range plan for higher education and to utilize that instrument in evaluating the current planning efforts in Nigeria. In order to fulfill the purpose of the study, answers were sought to seven research questions and procedures were worked out for ten experts in higher-education planning to validate criteria statements about the major elements of a model long-range plan for higher education in a political unit. The findings of this study appear to warrant the conclusions that (1) state or national plans for higher education contain similar major elements and have certain underlying assumptions, (2) long-range planning documents can be evaluated using established criteria, (3) Nigerian planning for higher education has been somewhat systematic but lacks thoroughness, and (4) Nigerian planning for higher education can be strengthened and improved if future planning activities more closely meet established criteria of the model used in this study. Recommendations are offered which could strengthen the existing plan and aid future planning exercises in Nigeria.
The Perceived Effect of Management Education on the Indigenization of Selected Nigerian Multinational Corporations
The problem of this research concerned the perceived effect of management education on the indigenization of selected multinational corporations in Nigeria. The related purposes of the investigation were to analyze data from the respondents in multinational corporations, higher educational institutions and government parastatals to identify the differences and similarities that existed between the perceptions of general managers, managing directors, management educators, government officials, and final-year business administration students. Four areas addressed in the inquiry were to: identify the management training objectives for Nigerian higher education institutions, determine the perceived effect of management education on the indigenization of selected Nigerian multinational corporations, ascertain the increased number of Nigerians who assumed management positions between 1973 and 1984, and examine the perceived effect of management education on the job performance of the management education graduates.
Student, Faculty, Academic Administrator, and Government Educational Official Perceptions of and Preferences for the Goals of Higher Education in Imo-State, Nigeria
The problem of this study was to identify student, faculty, academic administrator, and government educational official perceptions of and preferences for the goals of higher education in Imo-State, Nigeria. The purposes of this study were (1) to identify the major goal areas of colleges in Imo-State; (2) to determine the perceptions and preferences of student, faculty, academic administrators, and government educational officials; (3) to determine whether there are significant divergences of perception and preference among the respondent groups with respect to the goal areas; (4) to develop projections of the probable priorities for goal trends of higher education in Imo-State, based upon the expressed perceptions and preferences of the subjects. In addition, the study involved determining the differences in judgement among and between the groups regarding both perceived and preferred goal areas, through a one-way analysis of variance and Scheffe test.
The Perceptions of Secondary School Principals in Oyo State, Nigeria Toward Selected Educational Issues
Nigeria's educational environment has witnessed rapid and wide-spread changes within the last five years to the extent that enormous pressures are being put upon the practitioners. The introduction of universal free primary education in 1976 and the establishment of the national policy on education in 1977 are two of the major reasons for these changes. Educational critics have discussed issues affecting education in Nigeria generally and in Oyo State particularly. The practitioners have continuously come under severe attack for the apparent shortcomings brought by these changes. It was viewed that principals could speak out regarding the seriousness of such educational issues which the critics have repeatedly emphasized. The two purposes of this study were to determine the perceptions of secondary school principals regarding the seriousness of selected educational issues; and to determine whether there were significant differences in the perceptions that could be ascribed to zonal location of schools, age of principals, enrollment, and years of experience as principals.

This study addresses these questions: (1) What is the relationship between secondary school principals' job satisfaction and their ages, educational level, salary, and years of experience on the job, size of school, and location of school? and (2) What is the relationship between two instruments that measure job satisfaction--The Job Descriptive Index (JDI) and The Job in General (JIG).
The Participation of Nigerian Licensed Engineers in Professional Development Activities Related to Management
Many engineers perform managerial roles; however, their professional education in engineering usually does not include management education. Thus, this study examined the participation of the Nigerian licensed engineers in professional development activities in management. The study proposed (1) to determine if, in fact, Nigerian licensed engineers participate in management education and training; (2) to determine the management programs in which the engineers participated and whether participation was voluntary or required, or within Nigeria or overseas; (3) to test hypotheses dealing with these variables: age, management level, academic level, years of experience in a managerial role, and sector of employment; and (4) to identify the mean number of hours of participation. Also, the engineers were asked to judge the value of non-credit versus credit programs.
Media Agenda-Building Effect: Analysis of American Public Apartheid Activities, Congressional and Presidential Policies on South Africa, 1976-1988
The mass media's role in informing the American public is critical to public support for government policies. The media are said to set the national agenda. This view is based on the assumption of selective coverage they give to news items. Media coverage also influences the salience the public attaches to issues. However, media agenda effect has been challenged by Lang and Lang (1983). These scholars, in their media agenda-building theory, argued that the success of media effect on national agenda is dependent on group support. In order to test this theory, time-related data on South Africa crises, media coverage"of South Africa, American public reactions, congressional, and presidential apartheid-related activities, between 1976 and 1988, were analyzed. Congressional anti-apartheid policies were the dependent and others, the independent variables. The theory made analysis of the data amenable to the additive adopted to test for the significance of the interactive variables, indicated that these variables were negatively related to congressional anti-apartheid policies. The additive model was subsequently analyzed. The time series multiple regression analysis was used in analyzing the relationships. Given autocorrelation and multicollinearity problems associated with time series analysis, the Arima (p, d, q) model was used to model the relationships. This model was used to indicate support, or nonsupport, for the time series regression analysis. The result of the additive model indicated that South African political crises were negatively related to congressional anti-apartheid actions. It also showed that the relationship between the American public reactions and congressional anti-apartheid policies was greater in comparison to all other independent variables. The presidential actions taken against South Africa were negatively related to Congress' anti-apartheid actions. Television had the greatest relationship with congressional anti-apartheid actions compared to newspapers and magazines.
Competency Needs of Administrators in Teacher Training Colleges in Kenya As Perceived By Administrators and Faculty
The problem of this study was the needed administrative competencies of administrators in teacher training colleges in Kenya as perceived by administrators and faculty. A questionnaire (Inventory of Administrative Competencies) was mailed to principals, vice-principals, and four faculty members selected at random from sixteen teacher training colleges in Kenya. Ninety-six questionnaires were returned, yielding a return rate of 100 percent. Responses were analyzed using t-tests and one-way analyses of variance utilizing the F-test of the statistical test. A series of post hoc comparisons was made using Duncan's New Multiple Range Test to locate significant differences. Based on the analysis of data, it was concluded that both administrators and faculty considered the desired status of the competency very high. The administrators were performing below the desired status. Size of college was the major factor for the differences in perceptions of the respondents. Years of experience and educational background had little or no effect on the respondents' responses to the questionnaire. The following recommendations were made: A future study should investigate the perceived desired status and present performance ratings assigned to a validated set of competency statements of those levels of administrative activities not included in this study. Such a study would involve school inspectors, provincial education officers, deans of students, and heads of departments. A study should be made to investigate the current methods of evaluating administrative competence in teacher training colleges in Kenya. The results of this study should be analyzed by the Ministry of Education teacher college program developers responsible for conducting administrative workshops or in—service training in Kenya. This study could provide developers with additional information for improving the adequacy and relevance of both pre—service and in-service programs for practicing administrators.
An Analysis of Goals in Post-Primary Institutions in Nigeria with Special Reference to Kaduna-State
The problem addressed in this study is the identification of perceived and preferred goals in post-primary educational institutions in Kaduna-State, Nigeria. The purposes of the study are to identify and analyze the most important goals and to make recommendations for improvements based on these findings. Chapter I discusses the background and significance of the study and the procedures used in collecting and analyzing data; Chapter II surveys related literature. Methodology and analysis of data are presented in Chapters III and IV. Chapter V offers the study's findings, summary, conclusions, and recommendations.
Correlates of Teachers' Expectations of Principals' Executive Professional Leadership and Five Specific Aspects of Administrative Behavior
The problem of this study was to determine what relationships exist between teachers' perceptions of principals' executive professional leadership and teachers' perceptions of principals' behavior in five aspects of administrative behavior. These administrative areas include Principals' support of teachers' authority (EPA), principals' egalitarian relationship with teachers (EPR), principals' involving teachers in decision-making processes for the school (EPI), principals' support of teachers in managerial matters (EPM), and principals' social support. Subjects for the study were grouped according to gender, length of service and level of education for descriptive purposes and to determine variations in their perceptions of the principals' administrative behaviors. Significant relationships were found to exist between teachers' perceptions of principals' EPL and EPI leadership and teachers' perceptions of principals willingness to involve them in decision—making processes for the schools (EPI). A significant negative relationship was also found to exist between the teachers' perceptions of principals' leadership (EPL) and teachers' perceptions of the managerial support (EPM) provided by principals. A slight negative relationship was found between teachers' perceptions of principals' leadership (EPL) and teachers' perceptions of social support (EPS) received from principals. There was a slight but insignificant positive relationship between teachers' perceptions of principals' executive professional leadership (EPL) and teachers' perceptions of egalitarian relationships (EPR) which existed between the teachers and principals. A positive but not significant relationship was also noted between teachers' perceptions of principals' leadership (EPL) and teachers* perceptions of the manner in which principals granted them professional authority (EPA). When teachers were grouped by demographic variables, two important trends in^perceptions were noted regarding principals' executive professional leadership. (a) Female teachers had a tendency to perceive principals as having lower professional leadership than did male teachers. Love Attitudes and Marital Adjustment Through Five Stages of the Marital Life-Cycle in Protestant Nigerian Society
This study examined the relationship between love attitude and marital adjustment across five stages of the marital life-cycle in Nigerian society. The subjects for this study were 202 volunteers from six protestant churches representing six cities in the southern part of Nigeria. An average of 20 couples were representatives of each of the five marital life-cycles. Each of the subjects completed the Love Attitude Inventory (LAI), and the Marital Adjustment Test (short form) (MAT). Wilk's multivariate analysis revealed no significant differences between husbands' and wives' love attitude and marital adjustment across the five stages of the marital life cycle. Multivariate analysis split-plot 5.2 with repeated measures revealed no significant difference for the total sample among the groups, but indicated a significant difference between love attitude and marital adjustment for the total sample using sex as a factor. A univariate test of the MAT and LAI indicated that the MAT accounted for the difference. A canonical correlation indicated a significant positive relationship between husbands1 and wives' marital adjustment and love attitude within each of the five groups. The findings suggest that husbands and wives included in this study have a good understanding of their roles in the marriage relationship and that the partners have general agreement regarding those roles. The marriage partners apparently have strong influences on each other's perceptions of love attitude and marital adjustment.

The Role of the Vice-Chancellor in the Nigerian University and the Factors Essential for Effective Administration as Perceived by Vice-Chancellors and Members of University Governing Councils in Nigeria
The purposes of this study were to determine 1) the tasks that the Nigerian university vice-chancellor should perform personally, 2) the functions that the vice-chancellor should delegate to other university staff to achieve effective administration, 3) the factors that should be considered in the selection of a vice-chancellor, and 4) the criteria that should be considered in the evaluation of the vice-chancellor's job performance effectiveness. Chapter 1 includes a statement of the problem, purposes, research questions, background, significance of the study, definition of terms, limitations of the study, and basic assumptions. Chapter II is a review of related literature, and Chapter III presents information on the procedure followed in the collection and treatment of data. The analysis and evaluation of the findings are presented in Chapter IV; and the summary, findings, implications, and recommendations of the study are presented in Chapter V.
An Examination of Higher Education in the Process of Economic Development and Social Change in Nigeria
The problem of this study was to describe higher education in relation to economic development and social change in Nigeria. The purposes of this study were (1) to identify the needs for economic development and social change in Nigeria; (2) to relate higher education goals to the identified needs; (3) to determine the perceptions of the participating groups of students, faculty members, academic administrators, and government officials about what priority of importance is being placed and should be placed on higher education goals to achieve the national needs; (4) to formulate recommendations for the future development of higher education in relation to economic development and social change in Nigeria.
A Historical Review of Secondary Education in Western Nigeria: 1842-1976
The purposes of this study are to describe the past and the present system of secondary education in Western Nigeria; to examine the goals, achievements, and failures with special consideration for three distinct periods: (1) prior to the arrival of the British people in Western Nigeria, (2) between 1842 and 1960, and (3) between 1960 and 1976; to formulate generalizations about secondary schools, and to offer suggestions for the improvement of the secondary educational system in Western Nigeria. One recommendation that the study makes calls for mass secondary education, not education of the elite only. The recommendations call for programs that would lead to industrial and technological progress.
A Comparison of Achievement in Technical Drawing of Students Enrolled in the Nigeria Certificate of Education (Technical) at the Kaduna Polytechnic, Kuduna, Nigeria
The purpose of this study was to compare the achievement mean test scores in Technical Drawing of students enrolled for the NCE (Technical) program at the College of Science and Technology, Kaduna polytechnic, Kaduna, Nigeria. Test score means were compared between direct and remedial (preparatory) entry students and secondly among type of high school attended. Data were collected directly from students' permanent records. Two major hypotheses with three sub-hypotheses for each were tested. The first major hypothesis compared direct and remedial entry students. The second major hypothesis compared among three types of high schools attended. The One Way Analysis of variance (ANOVA) was used to analyze the data. The Duncan Multiple Comparison Test was also applied on the second major hypothesis. Both hypotheses I and II were retained at the .05 level of significance. However, hypothesis I was rejected at the .01 level of significance because the remedial entry students were found to have higher mean test scores than the direct entry students. Findings for hypothesis II indicated no significant difference among type of high school attended. It was recommended that selection for admissions for both the remedial and direct enrollments should not be based only on type of high school attended or type of subjects taken; data collected for remediation should bear directly on individuals' academic problems; and aptitude tests should be conducted in addition to transcripts currently demanded.
Transnational Organizations as Actors in the Nigerian Civil War, 1967-1970
The purpose of this study is to explore the activities of transnational organizations which were involved in the Nigerian civil war, in order to evaluate the hypotheses of this study - that the transnational organizations studied here contributed to the outbreak of the civil war; that they attempted to influence the behavior of the conflicting parties; that they helped to prolong the war; and that they served as instruments of conflict resolution in the civil war. The final chapter summarizes the conclusions arrived at in various chapters of the study. The evidence yielded varying degree of support to the hypotheses, These transnational actors are seen to have, through their different interactions with both sides affected the course of the war and have produced mixed impacts. They produced some evidence for the explanation of behavioral patterns likely to be displayed by transnational actors in similar situations. Also, these interactions are seen as giving some validity to the perceived need to expand the analytic framework of actors in international politics.
Perceptions of the Sudanese Professional Working in Saudi Arabia on Migration and Economic Development of the Sudan
The brain drain emerged as a phenomenon in the Sudan in the early 1970's when a change in the political system was followed by a change in the economic situation. The oil price increases created a dynamic process that led to attractive employment conditions in the petroleum producing countries such as Saudi Arabia and to depressed economic conditions in the developing countries like the Sudan. The purposes of the study are to (a) obtain information on the Sudanese professionals working in Saudi Arabia, (b) determine what major factors influence their migration, and (c) to develop policy recommendations on the flow of migration from the Sudan. The population of this study were Sudanese professionals living in Saudi Arabia. Data were generated through surveying a sample of 300 subjects selected randomly from the defined population. A survey questionnaire based on the research questions was developed for this study. Data from 263 respondents were analyzed. The findings of the study suggest that the majority of the Sudanese professionals working in Saudi Arabia are male, between 30 to 40 years of age. They have many years of experience and a high level of qualifications. The factors that led to their migration are: (a) high cost of living in the Sudan, (b) low salary, (c) money shortage, (d) high cost of housing, (e) little opportunity for advancement, and (f) shortage of basic necessities. It is realized that migration has costs and benefits for the Sudan. Government policies should be directed to maximize the benefits and minimize the costs. It is recommended that the government should adopt policies to regulate migration and assure the Sudanese expatriates of the efficient execution of these policies, attract their remittances through exemption and facilities, and work toward eliminating or reducing the causes of migration.
An Identification of the Needs of Pre-Service Primary Teacher Education in Cross River State Nigeria, 1984
The purposes of this study are to (1) identify and classify the needs of pre-service primary teacher education in Cross River State, Nigeria; (2) establish a priority of identified needs by perceived importance; and (3) propose a model for the preparation of primary teachers in Cross River State, Nigeria, based upon the needs identified.
An Historical Inquiry Into the Development of Higher Education in Ghana 1948-1984: a Study of the Major Factors That Have Controlled and Inhibited the Development of the Universities of Ghana
Universities in many industrialized countries including Japan, and Australia, have enabled those countries to achieve rapid economic and social advancement. However, this is untrue for the universities of Ghana, due to the country's ailing economy, its continued dependence on foreign manpower, aid, and material goods. The purpose of this study, therefore, was to illuminate the major factors and events that have controlled and inhibited the development of higher education in Ghana from 1948 to 1984. The method of acquiring data involved a computer and manual search for documents from 1) ERIC Database, 2) libraries , and 3) Embassy of Ghana, Washington, D.C. The findings include (1) Establishment of universities on the basis of the Asquith Doctrine; (2) Imitation of British universities' curriculum, constitution, standards and social functions; (3) Characterization of universities by elitism, lack of diversity and adaptation, autonomy, excellence and narrow specialism in their honor degree programs; (4) Emphasis on cognitive rather than psychomotor learning; (5) Matriculation of inadequately qualified secondary school science students; (6) Absence of a nationally formulated statement of manpower needs, goals, and effective long-term planning; (7) Financial exigencies; (8) Suppression, perversion and abuse of academic and intellectual freedom by the government and universities; (9) Inconsistent governmental policies due to abrupt changes in government by military coups.
International Peacekeeping Operations: Sinai, Congo, Cyprus, Lebanon, and Chad Lessons for the UN and OAU
Peacekeeping is a means by which international or regional organizations control conflict situations that are likely to endanger international peace and security. Most scholars have viewed the contributions of peacekeeping forces only in terms of failures, and they have not investigated fully the political-military circumstances" under which conflict control measures succeed. This dissertation is an attempt to bridge this gap and to show how the OAU compares with the UN in carrying out peacekeeping missions. The method of research was the case study method in which primary and secondary data was used to describe the situations in which six peacekeeping forces operated. The content of resolutions, official reports and secondary data were examined for non-trivial evidences of impediments to implementation of mandates. Findings from the research indicate that peacekeeping missions not properly backed by political efforts at settlement of disputes, cooperation of the superpowers, and financial and logistic support were ineffective and usually unsuccessful. Lack of consensus and pursuit of national interests have resulted in ambiguous or unrealistic mandates and have reduced the effectiveness of peacekeeping operations. Moreover, parties to a conflict were interested only in solutions that favored their interests and were often skeptical about the role and credibility of peacekeeping forces. But the continued violations of ceasefire agreements in defiance of the presence of peacekeeping forces were due partly to the force's inability to use force except in self-defense , Most of the forces operated under serious operational and logistical difficulties and they were inadequately funded. But none of the three factors has been responsible alone for the failure of peacekeeping missions. The coordination of UN operations has been better than that of the OAU. A Historical Review of the Development of Secondary Education in Eastern Nigeria
The purpose of this study is to describe the historical development of secondary education in Eastern Nigeria, taking into consideration the following periods: (1). before the coming of the British, (2) from 1842 to 1960 when Nigeria received her independence from Britain, and (3) from 1960 to 1986. The period between 1960 and 1986 is further subdivided into (a) 1960 to 1967 when the civil war began, (b) 1967 to 1970 when the civil war ended, and (c) the post-civil war era—1970 to 1986.
School Administrators' and Teachers' Perceptions of the Teacher Evaluation System in the State of Anambra, Nigeria
The problem with which this study is concerned is the teacher evaluation system in the state of Anambra, Nigeria. The purposes of this study are (a) to provide objective information concerning the perceptions of school administrators and teachers toward the teacher evaluation system in the State of Anambra, Nigeria, (b) to determine whether agreements or differences exist between teachers' and administrators' perceptions of the teacher evaluation system, and (c) to draw conclusions and make recommendations for improvements based on the perceptions of the teachers and administrators. To accomplish these purposes, questionnaires were distributed to a random sample of 652 administrators and teachers who are currently employed in 37 randomly selected primary and secondary schools in the State of Anambra, Nigeria. Four hundred and sixty school administrators and teachers, representing 70.6 percent of the sample, returned completed usable questionnaires. Part I of the questionnaire was designed to gather relevant demographic data to determine the perceptions of the school administrators and teachers. Part II of the questionnaire contains the components of the evaluation system which were used to measure the perceptions of school administrators and teachers. Analysis of variance was used to test the data according to the independent variables. Three statistically significant differences were found among the data. (a) The primary and secondary school administrators differed significantly in their perceptions of the teacher evaluation system in the State of Anambra. This difference is ascribed to their positions which are based on their educational levels. (b) The demographic variable sex has significant effect on the perceptions of primary and secondary school teachers and administrators towards the teacher evaluation system in the State of Anambra, Nigeria. Factors Influencing Nigerian Adults to Participate in the Adult Basic Education Programs of the Nigerian Baptist Convention Which Lead to the First-School-Leaving-ertificate
The problem with which this study is concerned is that of determining the specific stated factors that influenced Nigerian adults to participate in adult basic educational programs of the Nigerian Baptist Convention which lead to the first-school-leaving-certificate. The purpose of the study was to identify and examine the factors that influence Nigerian adults to participate in the adult basic and certificate educational programs of the Nigerian Baptist Convention, and to make recommendations for program improvements based on these findings. The data for this study were collected from questionnaires which included demographic information about the participants and a list of reasons for educational participation and needs-met statements. Questionnaire items were rated on a five-point scale. The researcher mailed 600 questionnaires to both adult basic and certificate education students in the adult education programs of the Nigerian Baptist Convention in Ibadan, Nigeria. The basic education group responded to 126 questionnaires, while the certificate groups responded to 122 questionnaires.
Factors Associated with Quality of Academic Programs and Types of Jobs Secured by Graduates of Handcrafted Textile Design Programs of Universities and Polytechnics in Nigeria
The problem with which this study is concerned is that of determining the possible differential effects of the alternative training patterns of handcrafted textile design students in universities and polytechnics in Nigeria on the scores in courses for their final-year training as well as the type of first employment that students secure after graduation.
Job Satisfaction of Faculty at Kenyatta University, Nairobi, Kenya
This study was planned to increase understanding of job satisfaction among faculty in middle size universities. The problem was job satisfaction and its association with selected demographic characteristics of faculty at Kenyatta University, second largest university in Nairobi. There was a response rate of 52.6 percent. All of the 300 faculty members with the rank of professor, associate professor, assistant professor, lecturer and teaching fellow participated in this research. Two instruments were used to collect data from the participating faculty. The first instrument was a demographic data sheet that solicited personal data from faculty. The second instrument was a standardized six dimensional survey instrument, the Job Descriptive Index (JDI). Both survey instruments were handed out in an envelope to all faculty by the researcher. The findings showed that most faculty were satisfied with their job in areas of co-workers and job in general. They seemed dissatisfied with the area of opportunities for promotion. The findings further demonstrated that most faculty were neither satisfied nor dissatisfied with their present work, present pay, and supervision. Analysis of variance demonstrated that the selected demographic variables of age, professional rank, and nationality were associated with job satisfaction. Scheffé's Multiple Comparison test and Newman-Keuls procedure were used to analyze differences in satisfaction among groups. The results showed that professors and lecturers were significantly more satisfied with their coworkers than were the assistant professors. Faculty members' gender, marital status, years of experience, tenure status, academic degree and area of interest did not influence job satisfaction. It is recommended that future research to determine an appropriate system of promotions structure and faculty growth and development be initiated.
The Difficulties Encountered by Nigerian Students in Pursuing Graduate Degrees in the North Texas Area of the United States
This study concerns the difficulties encountered by Nigerian students in pursuing graduate degrees in the North Texas area of the United States. The purposes of this study were: (a) to determine the extent to which the perceived difficulties are a result of financial difficulties, (b) to determine the extent to which language is perceived as an inhibiting factor during their period of study, (c) to determine the extent to which family problems contributed to the difficulties, (d) to determine the extent to which normal pressures in graduate school contributed to the difficulties, (e) to determine the extent to which time management contributed to the difficulties, (f) to determine the extent to which changes of schools/colleges within the United States contributed to the difficulties, (g) to determine the extent to which lack of advisement contributed to the difficulties, (h) to determine the extent to which health problems contributed to the difficulties, and (i) to determine the extent to which employment contributed to the difficulties.
Sexual Behavior Among Secondary School Going Adolescent Women in Zambia
Adolescent fertility is a problem that is urgent in developing countries due to rapid population growth rates. To gain a better understanding of adolescent fertility within developing countries a study was undertaken to examine adolescent sexual behavior among teens within a developing country, Zambia. A self-administered questionnaire was given to secondary school going teenage women in Zambia. The sample population consisted of 503 women between the ages of 12 and 19. The survey was analyzed using both regression and univariate analysis of the data. The findings revealed that a high percentage of the teens have initiated sexual activity; yet few (4.2%) have ever used modern contraceptive methods. Suggestions were made for family planning programs that would involve both parents and their children.
The Realities of the Informal Sector in Kenya and its Economic Implications
This thesis is focused on informal sector establishments in Kenya and how they contributes to employment creation, income generation and economic development. The research examines how the informal sector has developed between the years 1986-1989. The study indicates that the informal sector can absorb those people who are unemployed and cannot find jobs in the formal sector. The first chapter describes the definition and interpretation of the informal sector. The discussion of the related .literature, development of the informal sector, politics of the urban informal sector and controversies are described in chapter II. Chapter III describes the regional and sectoral analysis in employment generation. Chapter IV focuses on projections and promotion policies. Concluding remarks and the importance of the informal sector are represented in chapter V.
The Shift of the Egyptian Alliance from the Soviet Union to the United States, 1970-1981
The purpose of this study is to examine internal and external factors affecting the Egyptian-Soviet alliance during the period under investigation. Chapter I provides background information on Egyptian-Soviet relations, and in Chapter II important developments in those relations are outlined. Chapter III examines the October War of 1973 and Soviet policy during the war. Chapter IV traces efforts to reach a settlement in the Middle East, highlighting the role of the United States in the negotiations. Finally, Chapter V demonstrates that Egypt, like other small nations, has not surrendered its interests to the aims of either of the superpowers.
Foreign Aid in Kenya: Its Applications and Effects on Kenya's Economic Development, 1963-1975

The first chapter provides a brief explanation of the historical and economic development Kenya has experienced since independence. Chapter II deals with the historical development of Kenya's economy. Chapter III discusses the major countries' donation of aid to Kenya. Chapter IV focuses upon aid from international organizations. Chapter V develops Kenya's efforts to use foreign aid efficiently. Chapter VI looks into Kenya's prospects for development through foreign aid. Chapter VII is the conclusion.
The Harambee Movement and its Effects on Kenya's Economic Development
This paper examines the Harambee Movement and how it affected Kenya's economic development. Before 1963 Kenya was a British colony and economic development favored the colonial government. At Independence the new government tried to restructure the economy for the Kenyan people. Recognizing the lack of adequate capital and a rural development program, the movement became a means by which people could provide services for themselves. These services included schools, technical training, water supply and health facilities. Sources of data were books, articles, government publications and papers published by the Institute of Development Studies, Nairobi University. The Harambee Movement flourished in the provision of educational opportunities, clean water supply and health facilities. Problems included planning, coordinating and duplication of services.
Urbanization and Tribalism in Nigeria, 1911-1963
The problem with which this study is concerned is the description of the past and present trends in the process of urbanization in Nigeria. In addition, the study explores tribal practices and perspectives in Nigeria's urban areas, giving special attention to the bases for the continuous existence of these phenomena. The data used in the study are obtained from books, government documents of both the United States and Nigeria and the. United Nations demographic analysis documents. The study is divided into five chapters. Based on findings and research of this study, the conclusion is drawn that adaptation to Nigeria's urban life proceeds through modification of the traditional institutions and their combination with Western cultural values, technology and economic practices into a new social structure.
A Comparison of the Reporting of International News in Two Algerian and Two United States Daily Newspapers
This study was concerned with determining how the Algerian dailies, El Moudjahid, and El Djomhouria, and the United States dailies, The New York Times and The Christian Science Monitor, which function in two different press systems, compare in reporting international news in terms of type and tension. This study concludes that the four dailies are similar in type of news; they report more news than editorials, more straight news than in-depth reports, more news of elites than common people, and more news from the Third World than from the Western World or the socialist bloc, and they differ in tension in that the tension within international news was higher in the two United States dailies than in the two Algerian dailies.
Soviet Cultural Diplomacy in the Middle East: a Case Study of USSR'S Cultural Relations with Egypt and Syria, 1955-1971
This study examines the nature and patterns of Soviet cultural activities in Egypt and Syria, the motivations behind those activities, and the contribution of the Soviet cultural effort toward the attainment of overall Soviet Middle East policies. Chapter I provides background information on Soviet-Arab relations, and in Chapter II Soviet objectives in the Middle East are examined. Chapter III identifies the important components of the Soviet cultural instrument in Egypt and Syria. Chapter IV assesses the contribution made by the cultural tool toward the attainment of Soviet objectives in Egypt and Syria. Finally, Chapter V demonstrates that the Soviet cultural enterprise exerted little impact on overall Soviet policy in the Middle East.
