Greece and the European Economic Community: Relations During the Panhellenic Socialist Movement's First Term of Office, October 1981--June 1985
A nation's foreign policy is often subject to change. This change may occur in its relations with other nationstates or with international organizations such as the European Economic Community (E.E.C.). Greece became a full E.E.C. member in January, 1980, when the conservative Nea Democratia was in power. The Nea Democratia, both in government from 1974 to 1981 and in opposition since 1981, has been consistent in its support for the E.E.C.; in contrast, the Panhellenic Socialist Movement (PASOK) has not. PASOK, in opposition from 1974 to 1 981 , was against Greek membership in the European communities. PASOK, in its first term in office from 1981 to 1985, reversed itself on the issue. During this period, PASOK made no effort to withdraw Greece from the E.E.C. This study examines PASOK's reversal of policy. Two domestic factors are examined in detail: the general economic difficulties of Greece during PASOK's first term, and the role of the powerful agrarian interests.
International Political Economy of External Economic Dependence and Foreign Investment Policy Outputs as a Component of National Development Strategy: Nigeria 1954-1980
This study examined the effects and expectations of external economic dependence on foreign investment policy outputs with particular reference to the Nigerian experience between 1954 and 1980. Three basic kinds of external economic dependence were studied: foreign investment, the penetration of the Nigerian economy by foreign capital through the agency of the multinational corporations (MNCs); foreign trade, a measure of the Nigerian economy's participation in the world market; and foreign aid (loans and grants), a measure of Nigeria's reliance on financial assistance from governments and international financial inst itutions. For the most part, the level of Nigeria's economic dependence was very high. However, economic dependency is not translated into changes in foreign investment policy in favor of the foreign investors in Nigeria as is predicted by the dependency paradigm. The Nigerian case casts doubt on the dependency paradigm as a framework for fully explaining factors that may determine foreign direct investment policy changes that occur in a less developed Third World country. In other words, the dependency paradigm has a limited explanatory power; there is a factor independent of the economic factor operating out of the control of global capitalism (the center of the center in alliance with the center of the periphery); and that factor is the political process in Nigeria. The web of the Nigerian political process involves the various aspects of its internal functioning such as the manner in which needs, interests and demands are conveyed from the individuals and groups in the country to those performing state duties. Thus, Nigerian policy makers were more influenced by those elements than pure economic considerations treated in isolation.
Modernization and Political Instability: a Theoretical and Empirical Exploration
The present study is an effort to examine and understand the relationship between modernization and political instability. The following chapters focus on the effects of modernization on political instability. Data on twenty-four African nations are analyzed to test empirically the validity of the hypothesis. Chapter IV concludes the thesis by offering a general summary and conclusions.
The National Defense College of Thailand and Its Alumni in the Context of Thai Politics
This study deals with the National Defense College of Thailand and its alumni, who are senior military and civil service officers of the government of Thailand. The study examines the proposition that the political attitudes of military and civil service officers in developing countries are likely to be similar and negative. The second proposition examined in this study is that the attitudes of government officials toward the people are likely to be similar and negative. The study also attempts to examine the official attitudes on the basis of cluster. Each of the three clusters consists of seven classes of the National Defense College. It is argued that the political contexts of each cluster were different and that these differences may result in the different attitudes of officials in each cluster. The study found that military and civil service officers in Thailand hold similar attitudes toward politics and that the attitudes are predominantly negative. Official attitudes were similarly negative. Attitudes toward politics vary, depending upon the time in which the officials were in government service. Officers who worked within the environment of the military government are the most distrustful of politics while officials who worked under a more relaxed, more democratic political system are not as distrustful of politics. Attitudes toward the people are not significantly different among officers from different political environments. It was found that the number of alumni of the National Defense College who were able to reach the three highest ministerial positions in the Thai government has declined over the years. These positions are minister, deputy minister, and undersecretary. Nigerian Politics: A Case Study of Military Coups
This study surveys the issue of military coups in Nigerian politics. An attempt is made to explain the causes of coups d'etat. To this end, Thompson's thesis of military grievances has been rigorously employed to explain the occurrences of military coups in Nigeria. The Thompson thesis asserts that coups occur because the military is aggrieved. A study of the opinions of expert observers familiar with Nigerian politics confirmed that four out of the six military coups occurred due to problems emanating from the Nigerian military establishment. Although military grievances such as its political positions, resource bases, ethnicity, and factions within the military caused most coups, there is sufficient evidence that societal factors like economic crises, election decisions, and the need for reforms also encouraged the military to overthrow governments in Nigeria.
The Shift of the Egyptian Alliance from the Soviet Union to the United States, 1970-1981
The purpose of this study is to examine internal and external factors affecting the Egyptian-Soviet alliance during the period under investigation. Chapter I provides background information on Egyptian-Soviet relations, and in Chapter II important developments in those relations are outlined. Chapter III examines the October War of 1973 and Soviet policy during the war. Chapter IV traces efforts to reach a settlement in the Middle East, highlighting the role of the United States in the negotiations. Finally, Chapter V demonstrates that Egypt, like other small nations, has not surrendered its interests to the aims of either of the superpowers.
