FY2009 Appropriations for State and Local Homeland Security

Description: Congress appropriated, in P.L. 110-329, approximately $4.36 billion for state and local homeland security assistance programs. This is approximately $135 million more than was appropriated in FY2008 ($4.22 billion). Congress chose not to fund the Real ID program in FY2009, however, it did appropriate funding ($2 million) for a new assistance program titled the Center for Counterterrorism and Cyber Crime at Norwich University in Northfield, Vermont.

FY2009 National Defense Authorization Act: Selected Military Personnel Policy Issues

The Impact of Major Legislation on Budget Deficits: 2001 to 2009

Description: This report examines to what extent major legislative changes from 2001 to 2009 caused the budget to move from surplus to deficit. Legislative actions taken in 2009 increased the FY2009 deficit by $509 billion, whereas legislative actions taken between 2001 and 2008 increased the FY2009 deficit by $903 billion. Furthermore, legislative changes have cumulatively increased federal budget deficits over FY2001 to FY2009 by $5.4 trillion.

Increases in Tricare Costs: Background and Options for Congress

Description: This report discusses budgetary matters for the U.S. Department of Defense (DOD), specifically regarding past instances of debate regarding the Tricare system. The dollar amounts allocated to health care in the budget of the DOD have more than doubled since FY2001, growing from about $17 billion to over $44.8 billion in FY2009.
