Recommendation: Create an Integrated Weapons & Armaments Speciality Site for
Guns & Ammunition
There are two common abbreviations that may show up on these slides for the benefit of
brevity. RD & A T&E
[First Slide Please] This is much easier to grasp than either Tech 9 or Tech 15. There
are eight sub-recommendations and each involves sending work to the same recipient, the
Army's Picatinny Arsenal in Northern New Jersey. [Next Slide Please] In seven of the
eight cases, the description of the work and resources scheduled to be moved to Picatinny
is exactly the same: "guns and ammunition Research Development and Acquisition.

and armament packaging Research and Development & Acquisition to Picatinny. . [Next

In summary, the recommendation makes one winner - Picatinny Arsenal - and does not

* This realigns and consolidates gun and ammunition facilities working in Weapons
& Armaments (W&A) RD&A
* Picatinny is the center of military value in gun and ammunition W&A RD&A,
with the largest workload of any other DoD facility
* Picatinny is the DoD's Single Manager for Conventional Ammunition
* This includes Army and Navy RD&A activities. It promotes jointness, enables
synergy, and positions the DoD to exploit scientific, technical, and acquisition
expertise within the weapons and armament RD&A community that currently
resides at this DoD specialty location
* Movement of the packaging work to Picatinny Arsenal will create a joint center of
excellence and provide synergy in armament development for the near future and
beyond, featuring a Joint Packaging, Handling, Shipping and Transportation
(PHS&T) Center, particularly important in this current time of high demand for
guns and ammunition by all the services.

time cost of more than $100 M.
It is not surprisable that with eight different losing organizations, there are a wide variety
of issues. Brain drain and disagreement with the DOD estimated costs and savings were
fairly consistent arguments. The next couple of slides show a few of the issues that were
cited repeatedly at the individual Navy bases.

* Move to Picatinny may meet enormous employee resistance and there is a risk of
tremendous "brain and experience drain." The communities generally estimated
employee losses of about 80%, but Navy officials believe that 40-50% of the
