Professional Relations
Committees Can Participate
The ACS Committee on Professional
Relations, at its meeting in Chicago on
August 26 took an action that should
interest many local sections. It voted to
include, in future tabulations of infor-
mation about layoffs, separate informa-
tion obtained by local section surveys
of terminated employees, or if this is
not provided, information gathered di-
rectly from the terminees. To implement
this action by the Committee, a mailing
was recently made to the chairmen of
the Professional Relations Committees
of local sections with copies to the sec-
tion chairmen end secretaries. It was
revealed in the cover letter that the
Council Committee on Professional Rela-
tions, through the efforts of the ACS
Office of Professional Relations, has
investigated, from February 1969 to date,
the layoffs of more than 60 companies
which had separated a total of some
1,600 chemists and chemical engineers.
It was also pointed out that the Pro-
fessional Relations Committee, at its
Dallas meeting in April, voted to publish
the results of layoff investigations in
a way that would show the manner in
which companies involved handled each
of seven key issues of termination con-
ditions. ACS members are thus able to
compare the termination conditions of
the company with the conditions as out-
lined in the ACS Guidelines for Em-
ployers. The first article which included
the detailed termination condition in-
formation appeared in the August 6
issue of C & EN.
Suggestions to local sections for their
assistance to the Committee in layoff
cases include:
1. Notify the national office with as
much information on the layoff as pos-
sible and as soon as possible.
2. Establish an employment committee
to assist the terminees in finding jobs.
3. Arrange with the national office
(in cooperation with the company in-
volved), for an employment seminar tobe held for the terminees. Representa-
tives from the Society will present tech-
niques of job search, such as preparation
of resumes, cover letters, finding and
following up on employment leads, con-
ducting a job interview, etc.
4. Survey the terminees to determine
how they were treated, using the sample
questionnaire.
5. Purchase and make available to
those involved directories of potential
the national office.
6. Appoint a person (probably the
chairman of the sections' Committee on
Professional Relations) to be the contact
with the Manager of the ACS Office
of Professional Relations.
7. Advise the terminees of the avail-
ability of an ACS hot line for obtaining
assistance in finding jobs (Toll free
number: 800-424-8539).
8. Perpare a report on the findings of
the layoff and submit it to the Manager
of the Office of Professional Relations
at the national Office.
The Council Committee on Profession-
al Relations has also suggested that
local section Professional Relations Com-
mittees become involved in the following
activities:
1. Urge employers to establish in-
house professional orientation seminars
in a program similar to that developed
for students by the Committee (a pro-
fessional orientation handbook should be
available for distribution by the end
of the year). Such a seminar should be
directed at familiarizing industrial chem-
ists, in particular, with some of the
ancillary precepts of their calling, such
as trade secrets, employment contracts,
ethics, public affairs activity and the
like.
2. Organize professional relations sem-
inars for chemistry students and stu-
dents in colleges and universities. Pos-
sibly, also, consider the desirability of
meeting with high school chemistry clubs
to identify the role of chemists and their
professional standing.
3. Provide direct assistance to the
