Budget Reconciliation Process: Timing of Committee Responses to Reconciliation Directives

Description: This report examines the timing of certain stages of the budget reconciliation process and the extent to which the submission due date included in a reconciliation instruction is a predictor for the timing of committee response. Specifically, it provides information on the dates by which committees have been directed to respond to reconciliation directives and the timing of House and Senate committees in responding to such directives in the past 14 Congresses (101st-114th Congresses).

Clean Water Issues in the 104th Congress

Environmental Protection Issues: From the 104th to the 105th Congress

Description: The continued interest in regulatory reform measures in the final moments of the 104th Congress suggests that the 105th Congress will consider them again. At the same time the fact that the 104th Congress enacted flexibility provisions in drinking water and food safety/pesticides legislation could be an indicator that the 105th Congress may pursue reforms in individual reauthorization legislation rather than in broad regulatory reform bills.

House Committee Funding Requests and Authorizations, 104th-109th Congresses

Description: Under House Rule X, clause 6, each standing and select committee of the House (except the Appropriations Committee) is required to submit an operating budget request for its necessary expenses over the two years of a Congress.
