Legislative Actions to Modify the Affordable Care Act in the 111th-115th Congresses

Description: This report summarizes legislative actions taken during the 111th-115th Congresses to modify the health care-related provisions of the Patient Protection and Affordable Care Act (ACA) and the Health Care and Education Reconciliation Act (HCERA). Since enactment of the ACA and HCERA, lawmakers have repeatedly debated the laws' implementation and considered bills to repeal, defund, or otherwise amend them.

This report provides an overview of the data and methodology used to evaluate "Dear Colleague" letter usage, discusses the characteristics and purpose of "Dear Colleague" letters, and discusses questions for Congress and observations on the use of "Dear Colleague" letters as a form of internal communications.

A Retrospective of House Rules Changes Since the 110th Congress

Description: This report analyzes rules changes made on only the opening day of the 110th, 111th, 112th, 113th, and 114th Congresses, with references in footnotes to other selected legislation and actions during these Congresses that also affected House rules. One of the majority party's prerogatives is writing House rules and using its numbers to effect the chamber's rules on the day a new House convenes. Because all Members of the House stand for election every two years, the Members-elect constitute a new House that must adopt rules at the convening of each Congress.

Budget Reconciliation Process: Timing of Committee Responses to Reconciliation Directives

Description: This report examines the timing of certain stages of the budget reconciliation process and the extent to which the submission due date included in a reconciliation instruction is a predictor for the timing of committee response. Specifically, it provides information on the dates by which committees have been directed to respond to reconciliation directives and the timing of House and Senate committees in responding to such directives in the past 14 Congresses (101st-114th Congresses).

Illegal Internet Streaming of Copyrighted Content: Legislation in the 112th Congress

Description: This report describes streaming technology, explains the disparity in criminal penalties for different forms of infringement committed by electronic means, analyzes legislation in the 112th Congress that would harmonize penalties for illegal streaming with those available for other forms of online copyright infringement, and summarizes arguments for and against such a legislative change.
