Information on Former High-Ranking Coast Guard Officials' Employment with Major Contractors

Description: Correspondence issued by the Government Accountability Office with an abstract that begins "A total of 22 of the 39 former high-ranking officials (admiral-level and SES officials) who separated from the Coast Guard from 2006 through 2010 were compensated at some point from 2006 through 2011 by contractors that received obligations from the Coast Guard in calendar year 2011. We found that 12 of these former officials were compensated in calendar year 2011 by major Coast Guard contractors--those contractors receiving more than $10 million in obligations during that calendar year. The responsibilities of these officials vary, but 9 of these 12 officials were assigned by major contractors to positions involving the development of new business."

Coast Guard: Mission Performance Challenged by the Declining Condition and Rising Costs of its Legacy Vessel Fleet

Federal Real Property: National Strategy and Better Data Needed to Improve Management of Excess and Underutilized Property

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Real Property Council (FRPC) has not followed sound data collection practices in designing and maintaining the Federal Real Property Profile (FRPP) database, raising concern that the database is not a useful tool for describing the nature, use, and extent of excess and underutilized federal real property. For example, FRPC has not ensured that key data elements—including buildings' utilization, condition, annual operating costs, mission dependency, and value—are defined and reported consistently and accurately. GAO identified inconsistencies and inaccuracies at 23 of the 26 locations visited related to these data elements (see the fig. for an example). As a result, FRPC cannot ensure that FRPP data are sufficiently reliable to support sound management and decision making about excess and underutilized property."

Transportation-Disadvantaged Populations: Federal Coordination Efforts Could Be Further Strengthened

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Eighty federal programs are authorized to fund transportation services for the transportation disadvantaged, but transportation is not the primary mission of most of the programs GAO identified. Of these, the Department of Transportation administers 7 programs that support public transportation. The remaining 73 programs are administered by 7 other federal agencies and provide a variety of human services, such as job training, education, or medical care, which incorporate transportation as an eligible expense in support of program goals. Total federal spending on transportation services for the transportation disadvantaged remains unknown because, in many cases, federal departments do not separately track spending for these services. However, total funding for the 28 programs that do track or estimate transportation spending, including obligations and expenditures, was at least $11.8 billion in fiscal year 2010."

Consumer Product Safety Commission: Agency Faces Challenges in Responding to New Product Risks

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Consumer Product Safety Commission (CPSC) has broad authority to identify, assess, and address product risks, but faces some challenges in identifying and responding to new risks in a timely manner. CPSC uses various means to stay informed about risks that may be associated with new or existing products. These methods include (1) market surveillance activities for imported products, retail stores, and Internet sales; and (2) formal agreements and various activities with other agencies. However, certain legal restrictions may hamper CPSC's ability to stay informed about new product hazards to public health and safety. Specifically, because of certain restrictions in the Consumer Product Safety Act (CPSA), CPSC cannot agree to allow foreign agencies to disclose nonpublic information they receive from CPSC. While the Consumer Product Safety Improvement Act (CPSIA) allows CPSC greater freedom to disclose information to U.S. courts, Congress, and state and local agencies, CPSC has been unable to complete information-sharing agreements with foreign counterparts as envisioned because it cannot offer its counterparts reciprocal terms on disclosure of nonpublic information. Due to the growing number of imported consumer products, this restriction on sharing information may hinder CPSC's ability to identify risks from new products in a timely manner, possibly leading to injury and death if unsafe products enter the U.S. market. CPSC also faces challenges in collecting and analyzing large quantities of data in order to identify potential product risks. Some sources CPSC uses to identify injuries or death are dated--for example, death certificates can be 2 or more years old--or contain limited information about the product involved in the incident. Federal Rulemaking: Agencies Could Take Additional Steps to Respond to Public Comments

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Agencies did not publish a notice of proposed rulemaking (NPRM), enabling the public to comment on a proposed rule, for about 35 percent of major rules and about 44 percent of nonmajor rules published during 2003 through 2010. A major rule has significant economic impact and may, for example, have an annual effect on the economy of $100 million or more. Agencies published a total of 568 major rules from 2003 through 2010. Agencies also published about 30,000 nonmajor rules during this period, which have less economic significance and can involve routine administrative issues."

Intelligence Community Personnel: Strategic Approach and Training Requirements Needed to Guide Joint Duty Program

Description: A letter report issued by the Government Accountability Office with an abstract that begins "All of the Intelligence Community (IC) elements except for one are participating in the Joint Duty Program and the IC elements generally view the program as beneficial. The Office of the Director of National Intelligence (ODNI), the Defense Security Service, the Office of the Under Secretary of Defense for Intelligence, and 15 other IC components have identified an office or individual responsible for facilitating the program. However, the U.S. Coast Guard (Coast Guard), which ordinarily operates under the Department of Homeland Security (DHS), does not participate in the program, even though the Intelligence Reform and Terrorism Prevention Act of 2004 and IC guidance stipulate that the Joint Duty Program applies to the defined IC, which includes the Coast Guard’s civilian personnel in its National Intelligence Element. Coast Guard officials stated it delayed its participation in the program because it first plans to conduct a workforce study that will determine how the Coast Guard will participate, but it has not identified a timeframe for the study’s completion, and the position assigned to conduct the study is currently vacant. As a result, personnel in other IC elements may not fully understand the Coast Guard’s intelligence mission and Coast Guard employees may have limited opportunities to collaborate with other IC elements."

Coast Guard: Portfolio Management Approach Needed to Improve Major Acquisition Outcomes

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The planned cost and schedule of the Coast Guard's portfolio of major acquisitions is unknown because of outdated acquisition program baselines and uncertainty surrounding affordability. The Coast Guard's approved baselines, which reflect cost and schedule estimates, indicate the estimated total acquisition cost of Coast Guard major acquisitions could be as much as $35.3 billion--an increase of approximately 41 percent over the original baselines. However, the approved baselines for 10 of 16 programs do not reflect current cost and schedule plans because programs have breached the cost or schedule estimates in those baselines, changed in scope, or do not expect to receive funding to execute baselines as planned. Furthermore, a continued mismatch between resources needed to support all approved baselines and expected funding levels has required the Coast Guard to make decisions about which programs to fund and which programs not to fund as part of its annual budget process. Both DHS and the Coast Guard have acknowledged this resource challenge, but efforts to address this challenge have not yet resulted in a clear strategy for moving forward."

Science, Technology, Engineering, and Mathematics Education: Strategic Planning Needed to Better Manage Overlapping Programs across Multiple Agencies

Description: A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2010, 13 federal agencies invested over $3 billion in 209 programs designed to increase knowledge of STEM fields and attainment of STEM degrees. The number of programs within agencies ranged from 3 to 46, with the Departments of Health and Human Services and Energy and the National Science Foundation administering more than half of these programs. Almost a third of the programs had obligations of $1 million or less, while some had obligations of over $100 million. Beyond programs specifically focused on STEM education, agencies funded other broad efforts that contributed to enhancing STEM education."
