401(k) Plans: Several Factors Can Diminish Retirement Savings, but Automatic Enrollment Shows Promise for Increasing Participation and Savings

Description: Testimony issued by the Government Accountability Office with an abstract that begins "Over the past 25 years, the number of defined benefit (DB) plans has declined while the number of defined contribution (DC) plans has increased. Today, DC plans are the dominant type of employer-sponsored retirement plans, with more than 49 million U.S. workers participating in them. 401(k) plans currently cover over 85 percent of active DC plan participants and are the fastest growing type of employer-sponso… more

2010 Census: Census Bureau Continues to Make Progress in Mitigating Risks to a Successful Enumeration, but Still Faces Various Challenges

Description: Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a constitutionally-mandated activity that produces data used to apportion congressional seats, redraw congressional districts, and help allocate billions of dollars in federal assistance. In March 2008, GAO designated the 2010 Census a high-risk area in part because of information technology (IT) shortcomings. The U.S. Census Bureau (Bureau) has since strengthened its risk management e… more

Accelerator Preparations for Muon Physics Experiments at Fermilab

Description: The use of existing Fermilab facilities to provide beams for two muon experiments - the Muon to Electron Conversion Experiment (Mu2e) and the New g-2 Experiment - is under consideration. Plans are being pursued to perform these experiments following the completion of the Tevatron Collider Run II, utilizing the beam lines and storage rings used today for antiproton accumulation without considerable reconfiguration. Operating scenarios being investigated and anticipated accelerator improvements o… more

Accelerator R&D toward Muon Collider and Neutrino Factory

Description: Over the last decade there has been significant progress in developing the concepts and technologies needed to produce, capture, accelerate and collide high intensity beams of muons. At present, a high-luminosity multi-TeV muon collider presents a viable option for the next generation lepton-lepton collider, which is believed to be needed to fully explore high energy physics in the era following LHC discoveries. Such a collider can offer superb energy resolution, smaller size, and potentially c… more

Access to Broadband Networks: The Net Neutrality Debate

Description: This report discusses the current debate over "net neutrality." While there is no single accepted definition of "net neutrality," most agree that any such definition should include the general principles that owners of the networks that compose and provide access to the Internet should not control how consumers lawfully use that network, and they should not be able to discriminate against content provider access to that network.

Addendum to Engineering Evaluation of Proposed Alternative Salt Transfer Method for the Molten Salt Reactor Experiement for the Oak Ridge National Laboratory

Description: The purpose of this addendum is to graphically publish data which indicate moisture in leakage and corrosion may have occurred during heating of the tanks at the Molten Salt Reactor Experiment (MSRE) for and during hydrofluorination, fluorination and transfer of uranium. Corrosion, especially by hydrofluoric acid, is not expected to occur uniformly over the tank and piping inner surfaces and therefore is not easily measured by nondestructive techniques that can measure only limited areas. The r… more

Addressing Different Active Neutron Interrogation Signatures from Fissionable Material

Description: In a continuing effort to examine portable methods for implementing active neutron interrogation for detecting shielded fissionable material research is underway to investigate the utility of analyzing multiple time-correlated signatures. Time correlation refers here to the existence of unique characteristics of the fission interrogation signature related to the start and end of an irradiation, as well as signatures present in between individual pulses of an irradiating source. Traditional meas… more

The Advanced Helical Generator

Description: A high explosive pulsed power (HEPP) generator called the Advanced Helical Generator (AHG) has been designed, built, and successfully tested. The AHG incorporates design principles of voltage and current management to obtain a high current and energy gain. Its design was facilitated by the use of modern modeling tools as well as high precision manufacture. The result was a first-shot success. The AHG delivered 16 Mega-Amperes of current and 11 Mega-Joules of energy to a quasi-static 80 nH induc… more
